APPROVE MOTION TO AMEND THE THREE-YEAR STANDARD AGREEMENT BETWEEN THE CITY OF STOCKTON AND JACK ROBERSON FOR THE CALIFORNIA VIOLENCE INTERVENTION AND PREVENTION (CALVIP) GRANT

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Amend a standard agreement with Jack Roberson of Mora Learning Institute (MLI) to assume the lead technical assistance role and provide direct support and consulting to the OVP director, staff, and CalVIP sub-recipients for the overall implementation of the CalVIP Cohort 4 initiative in the not-to-exceed amount of $290,000.
2. Authorize the City Manager to move CalVIP funds between approved sub-recipients as necessary.
3. Authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
With resolution 2022-10-04-1501 (Attachment A), the City Council authorized the acceptance and appropriation of the 2022-25 CalVIP grant in the amount of $2,019,656 from the State of California, Board of State Community Corrections (BSCC). In November 2022, the City of Stockton received the fully executed CalVIP grant agreement from the BSCC (Attachment B). The grant period runs from October 1, 2022, to December 31, 2025.
With the CalVIP grant funds, the Office of Violence Prevention (OVP) will expand its Ceasefire strategies to youth ages 12-17 while creating a youth prevention and intervention program to deter people from violence. Additionally, utilizing the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model, the OVP and community partners seek to create a youth prevention and intervention steering committee to address gun violence through an integrated system collectively. Equally as crucial as suppressing violence in Stockton is fostering wellness and resilience in individuals, communities, and service providers impacted by gun violence. The OVP and partners also will engage in trauma-informed activities focused on healing and wellness.
DISCUSSION
Background
Over the past twelve months, the Office of Violence Prevention (OVP) has diligently collaborated with sub-recipients of the CalVIP grant. OVP attempted to collaborate with Peace Partners Consulting (PPCG) LLC for technical assistance. Regrettably, the vendor faced challenges in fulfilling their contractual obligations due to capacity constraints. Consequently, the OVP terminated its contract with PPCG LLC.
The OVP requests that Council approve an agreement with another approved CalVIP sub-recipient currently providing TA support, Jack Roberson, doing business as Mora Learning Institute (MLI), and transfer responsibilities and funding originally granted to PPCG LLC as the lead technical assistant (TA). The transfer will ensure continuity and quality of TA support for all CalVIP cohort 4 participants. MLI has been a dedicated and valuable partner of OVP for the past 12 months. MLI’s deep understanding of the specific requirements and duties associated with the CalVIP grant technical assistance scope of work equips MLI to assume the additional TA responsibilities seamlessly.
Present Situation
MLI's comprehensive scope of work aligns with PPCG's responsibilities, demonstrating their shared commitment to enhancing the Office of Violence Prevention's (OVP) capabilities. MLI's emphasis on Leadership Training and Strategic Planning, Curriculum Development, Life Coach Training Certification for OVP staff and partners mirrors PPCG's goal of actively supporting the implementation and expansion of OVP's violence intervention services. MLI's focus on creating leaders within OVP's client base resonates with PPCG's objective of providing direct support and consulting to OVP's director and staff, ensuring the project's success. MLI currently meets with and provides support and training to all CalVIP sub-recipients.
The technical assistance scopes of work for MLI and PPCG are closely interconnected, indicating that MLI is well-prepared to assume PPCG's responsibilities. This seamless transition ensures a continued streamlined and effective implementation of the CalVIP initiatives.
FINANCIAL SUMMARY
The vendor intends to provide leadership training, curriculum development, life coaching training certification, life coaching for the administration team, certified real colors facilitator, leadership video, technical assistance, and meeting facilitation services for $290,000.
