REQUEST A PUBLIC HEARING TO AMEND THE FIRE DEPARTMENT RULES AND REGULATIONS IN ACCORDANCE WITH RULE II, SECTION 4 OF RULES OF THE CIVIL SERVICE RULES AND REGULATIONS FOR POLICE AND FIRE EMPLOYEES
RECOMMENDATION
Move to schedule a public hearing at the October 20, 2016 Civil Service Commission meeting, to amend the Fire Department Rules and Regulations.

SUMMARY
The current Fire Department Rules and Regulations were adopted by the Civil Service Commission on September 19, 1991. Changes to Article 2, Sections 3 (c) and (e), and Article 5, Sections 2 and 13, which indicates that Battalion Chiefs shall be assigned as Fire Marshal and as head of the Fire Communications Division are being made in accordance with the November 4, 2014 election where voters approved City of Stockton Charter Amendment, Measure C, which removed these requirements. The amendments are provided in Attachment A (changes in red).
CONCLUSION
The proposed amendments to the Fire Department Rules will bring the rules and regulations into conformance with current department practices in accordance with Civil Service Rules and Regulations for Police and Fire Employees, Rule II, Section 4.
