ADOPT RESOLUTION TO AUTHORIZE THE BRIDGE REHABILITATION PROJECT (ALL DISTRICTS - CITYWIDE)

It is recommended that the City Council adopt a resolution to:

 

1.                     Appropriate funds in the amount of $448,124 from the Gas Tax Fund Balance to the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157).

 

2.                     Approve the plans and specifications for the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157).

 

3.                     Award a Construction Contract in the amount of $2,279,349 to Valentine Corporation of San Rafael, CA, for the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Bridge Preventative Maintenance Program (BPMP) funds from the Federal Highway Administration (FHWA) are being used to complete maintenance work on the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157). The project includes six bridge locations at West Lane over Calaveras River, Pershing Avenue over Calaveras River, Diamond Street over Mormon Slough, Santa Paula Way over Mosher Slough, Aurora Street over Mormon Slough, and Turnpike Road over Walker Slough (Attachment A).  The project includes road approach repairs, deck sealing, bridge joint seal replacements, scour protection measures, and other general bridge related repairs.  The project was included in the 2017-22 Five-Year Capital Improvement Plan (CIP).

 

On October 30, 2025, the City received three bids for this project. It is recommended that Council adopt a resolution to award a Construction Contract to the second lowest bidder, Valentine Corporation, in the amount of $2,279,349. It is also recommended that Council adopt a resolution approving the plans and specifications, and appropriating funds for the project.  Construction is anticipated to be completed by spring 2027.

 

DISCUSSION

 

Background

 

BPMP funds from the FHWA are being used to complete maintenance work on the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157).  The project will complete maintenance work on six bridges located throughout the City.  The six locations are:

 

1.                     West Lane over Calaveras River

2.                     Pershing Avenue over Calaveras River

3.                     Diamond Street over Mormon Slough

4.                     Santa Paula Way over Mosher Slough

5.                     Aurora Street over Mormon Slough

6.                     Turnpike Road over Walker Slough

 

Caltrans performs periodic inspections of City bridges and summarizes their findings in inspection reports to the City. Bridge inspection reports note varying types of maintenance repairs required on the six bridges.  The maintenance repairs include scour protection measures, deck sealing, road approach repairs, joint seal replacements, concrete and drainage repairs, striping application, barrier rail repairs, sidewalk replacements, and erosion control measures.  The project was included in the 2017-2022 Five-Year CIP. 

 

On April 25, 2017, by Motion No. 2017-04-25-1104, Council awarded a Professional Services Contract in the amount of $304,683 to MGE Engineering, Inc. of Sacramento, CA, to prepare the plans and specifications and to complete the environmental review for the Bridge Rehabilitation project.  Federal funding requires environmental clearance under the National Environmental Protection Act (NEPA).  Caltrans is the designated authority for processing and approving NEPA clearance on behalf of the FHWA.  In October 2019, Caltrans provided environmental clearance under NEPA for this project with the issuance of a Categorical Exclusion.  The City is responsible for processing and approving the environmental clearance under the California Environmental Quality Act (CEQA).

 

On July 28, 2020, by Resolution No. 2020-07-28-1110, Council adopted the final CEQA Initial Study/Mitigated Negative Declaration (IS/MND) and approved the plans and specifications. In August 2022, the final environmental permitting was completed. Staff proceeded to request funding from Caltrans for construction.  However, funding was delayed due to Caltrans’ BPMP funding constraints.  In July 2025, staff’s request for construction funding was approved in the amount of $1,741,150.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024.  On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029.  The CWTA was not applied to this project as federal regulations prohibit the use of such agreements.

 

Present Situation

 

On September 15, 2025, the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157), was advertised for bids. On October 30, 2025, three bids were received with the following results:

The bid from Pacific Infrastructure Construction, LLC was the lowest bid.  However, Pacific Infrastructure Construction, LLC submitted a request for bid relief due to a clerical error that materially changed Pacific Infrastructure Construction, LLC’s bid. The next lowest bidder, Valentine Corporation, was found responsive and regular in all respects and has the proper license to perform the work.

 

It is recommended that Council adopt a resolution approving the plans and specifications, appropriating funds, and awarding a Construction Contract to the second lowest bidder, Valentine Corporation, in the amount of $2,279,349.  Construction is anticipated to be completed by spring 2027.

 

FINANCIAL SUMMARY

 

With the appropriation of funds in the amount of $448,124 from the Gas Tax Fund Balance to the Bridge Rehabilitation, Project No. WT16003/Federal Project No. BPMP-5008(157), there will be sufficient funds available to award a Construction Contract to Valentine Corporation of San Rafael, CA, in the amount of $2,279,349.
