Summary
 
The Police Department is requesting the establishment of the new classified/represented full-time classification of Supervising Parking Enforcement Officer.  
 
This classification will be used to supervise the parking enforcement function in the Police Department.  It is the department's intention to request additional staff in its 2014/2015 budget to perform parking enforcement tasks; the addition of the staff members and supervisor will allow the City to return to previous levels of enforcement and enhance revenues.  This approach results in the more efficient utilization of limited department resources and is a result of a recommendation made by Management Partners Inc. as part of their study of the Cost Savings and Efficiencies Project.
 
 
 
 
 
DISCUSSION
 
Background
 
At the Stockton City Council Meeting of July 9, 2013, the City Manager's Office presented a Cost Savings and Efficiencies Status Report prepared by Management Partners Inc.  The report noted that parking meter enforcement has been dramatically reduced in recent years and a resulting decline has occurred in revenues from parking meters and from enforcement citations.
 
The item now before the City Council is a step towards realizing the recommendations in the Cost Savings and Efficiencies Report. This new position will serve as the working supervisor for staff performing parking enforcement duties.
 
Present Situation
 
Currently, parking enforcement duties are performed on a limited basis by employees in the classification of Community Service Officer.  By creating the new position and allocating additional FTE positions to carry out the parking enforcement function, the City has the opportunity to return to previous levels of enforcement, enhance revenues, and free up Community Service Officer capacity to focus on other community policing priorities.
 
The class specification was provided to the Mid-Management/Supervisory Level Unit (B&C) for review and concurrence on December 31, 2013.  The union concurred with the class specification.
 
Staff completed a market analysis and salary recommendations were approved by the City Manager.  The salary range to be set is as follows:

FINANCIAL SUMMARY
 
Funding and position allocation for staffing this position is being requested in the Department's budget for Fiscal Year 2014-15 in the Police Department Parking Enforcement account 010-2424-530.  If recommended by the City Manager and approved by City Council in the FY 2014-15 budget, one new position allocation will be filled via competitive recruitment using the newly created classification.
