Summary
At the June 24, 2025, City Council meeting, Councilmember Mario Enriquez, requested the agendization of a discussion regarding the creation and dissolution of the Ad Hoc Committee for City Manager Selection in July. Consistent with Council Policy 4.02.010, the request was supported by Councilmember Michael Blower. The request was also supported by Vice Mayor Jason Lee.
This report provides background information to facilitate the Council’s discussion.
DISCUSSION
Background
The City is in the process of searching for a permanent City Manager. Under Charter Section 1200:
“The Mayor shall nominate one or more candidates for Council consideration for appointment to the position of City Manager.”
The Charter is silent on the process to fulfill this obligation.
Council Policy 3.06.010(4)(C), provides:
“Ad Hoc Committees. In addition to standing and special committees, the City Council shall from time to time establish ad hoc committees targeted toward specific issues. The ad hoc committees shall be established by resolution of the Council, with appointments to be made by the Mayor based on the expertise and expressed interest of the Councilmembers. The terms of the ad hoc committees shall not exceed one year unless reestablished or extended by resolution of the Council.”
Generally, Ad Hoc Committees expire when they either achieve their purpose or through the passage of time.
On February 4, 2025, at the Mayor’s request, the creation of an ad hoc for city manager selection was agendized for council consideration. Following council discussion, the City Council voted 7-0 to establish an Ad Hoc Committee comprised of Mayor Fugazi, Vice Mayor Lee, and Councilmember Enrìquez, for city manager selection (Attachment A - Resolution 2025-02-04-1505). Therefore, the purpose of the Committee originated with the Mayor’s request for assistance in fulfilling her Charter obligations under Charter Section 1200.
The Ad Hoc Committee as described in the staff report and resolution was tasked with choosing a recruiter and narrowing down the candidate pool for interviews before the full Council. A recruitment contract was entered into on May 22, 2025 (Attachment B - Recruitment Contract). On June 6, 2025, the Ad Hoc Committee for City Manager Selection was dissolved.
Present Situation
Council Policy 4.02 allows two councilmembers to place an item on the agenda if requested during an open session.
At the June 24, 2025, City Council meeting, Councilmember Mario Enrìquez, requested the agendization of a discussion regarding the creation and dissolution of the Ad Hoc Committee for City Manager Selection and was joined by Councilmember Michael Blower. His request was also supported by Vice Mayor Jason Lee.
This agenda item provides a mechanism for the Council to discuss the creation and dissolution of the Ad Hoc Committee for City Manager Selection consistent with council direction.
FINANCIAL SUMMARY
There is no financial impact to the city in discussing the creation and dissolution of the Ad Hoc Committee for City Manager Selection.
