Summary

During the June 12, 2019 Special Meeting of the Cultural Heritage Board, it was requested that an item be placed on the July 7, 2019 meeting agenda to allow the Board to discuss and potentially forward a request to the City Council regarding the Mills Act and Certified Local Government historical preservation tools/programs.

At the July 7, 2019 Regular meeting, links to general program information were provided to the Board. The Board requested that a future presentation be scheduled to discuss the Mills Act and Certified Local Government programs. Staff informed the Board that they were working to arrange a presentation by a subject matter expert on said matters.

Staff has been diligently working on identifying a qualified historic preservation expert who could provide the Board with current information and advise on modern preservation strategies. Staff has made contact with the State Office of Historic Preservation (OHP) and is in process of submitting a formal request for a presentation by State staff to the CHB.

Additionally, staff has been in contact with a potential part-time contract employee who would be dedicated solely to historic preservation activities and duties in the Community Development Department. This employee, if contracted, would provide valuable support to both the Board and staff in terms of processing Certificates of Appropriateness, Structures of Merit, and potentially managing Mills Act/Certified Local Government efforts (if approved by City Council), among other related duties.

Staff will continue to keep the Board apprised of future development regarding the aforementioned items.
