ALLOCATION OF FUNDS TO SUPPORT HOMELESSNESS INITIATIVES

RECOMMENDATION
It is recommended that the City Council adopt a motion to:
1. Allocate the $100,000 of FY 2016-17 general funds programmed for homelessness towards clean-up efforts; and
2. Allocate the use of $300,000 in Community Development Block Grant (CDBG) funds in the FY 2017-18 Budget towards permanent housing for homeless households; and
3. Allocate the additional $607,521 in Emergency Solutions Grant (ESG) funds on a proportionate basis to emergency shelter, homelessness prevention, and rapid re-housing providers in accordance with the adopted FY 2017-18 Annual Action Plan; and
4. Authorize the City Manager, or his designee, to take necessary and appropriate actions to carry out the purpose and intent of the motion.

Summary
The City Council requested staff confer with the City Manager’s Committee on Homeless Policy regarding suggested uses for the $100,000 of General Fund dollars, $300,000 in CDBG funds, and the additional $607,521 of ESG funds, to help combat homelessness.
City staff subsequently met with the City’s Manager’s Committee and the recommendation in this report is consistent with the recommendations provided in those discussions.
DISCUSSION
Background
At its July 25, 2017 meeting, the City Council requested that staff consult with the City Manager’s Committee on Homeless Policy for recommendations on how to allocate the following funds in an effort to combat homelessness:
$100,000 General Fund dollars allocated in FY 2016-17
$300,000 CDBG funds allocated in FY 2017-18
$607,521 Additional ESG funds allocated in FY 2017-18
Present Situation
On July 31, 2017, City staff met with the City Manager’s Committee on Homeless Policy to discuss options for the use of the General Fund, CDBG, and ESG funding. The Committee recommended the following:
• Clean-up Efforts
Allocate the $100,000 of General Fund dollars to continue clean-up efforts of unauthorized homeless encampments and other illegal dumping. Coordinate with homeless outreach teams to lessen the impact on encampment residents.
• Permanent Housing for Homeless Households
Dedicate the $300,000 in CDBG funds towards a project that will create permanent housing for the homeless. The City would seek partners to leverage these funds through a Request for Proposal (RFP) process. The project could be supported by the San Joaquin Housing Authority and Central Valley Low Income Housing Corp. who may provide rent assistance to tenants.
• Emergency Shelter, Homelessness Prevention and Rapid Re-Housing
The Committee expressed the need for these additional funds to assist with both operational costs and the purchase of equipment, furniture and other capital improvements to continue serving the homeless population. The Committee understands that these funds need to be spent within two years. As such, it concurred that the additional $607,521 in ESG funds be distributed on a proportionate basis as recommended by the Community Development Committee (CDC) and approved by the City Council during the adoption of the FY 2017-18 Annual Action Plan on June 20, 2017. Should the City Council concur, it is asked to approve the allocation of funding as recommended by the City Manager’s Committee on Homeless Policy and the Community Development Committee.
FINANCIAL SUMMARY
The $100,000 of General Fund dollars were included in the FY 2016-17 Budget. Once Council approves the motion to allocate the funds, any necessary transfer and appropriations will be made to implement the allocation.
CDBG funds, in the amount of $300,000 were allocated in the FY 2017-18 Budget for a project that will address homelessness. Staff will return to Council at a future date for approval of the specific use of these funds.
The additional allocation of $607,521 in ESG funds will be added to the previously approved FY 2017-18 One-year Action Plan and submitted to Housing and Urban Development for review and approval.
