RECOMMENDATION

 

It is recommended that the City Council adopt a resolution establishing three new classified/represented classification specifications of Code and Housing Enforcement Official, Public Safety Telecommunications Manager, and Property and Records Manager for the Stockton Police Department (SPD) and assign the salary ranges.

Summary

 

The City Council is being asked to establish the proposed new single-incumbent classifications titled Code and Housing Enforcement Official, Public Safety Telecommunications Manager, and Property and Records Manager and the proposed salary ranges.

 

DISCUSSION

 

Background

 

In May of 2024, the City Auditor Moss Adams LLP conducted an efficiency study of the SPD’s Animal Shelter. Within the audit recommendation was to separate the existing Police Service Manager classifications into four distinct functional operations and create new classifications specific to each specialized service. The Animal Services Manager was approved by City Council on January 21, 2025. Staff worked with the department and finalized the remaining three proposed management classifications and salary ranges which are being submitted tonight for approval.    

 

Classifications: The proposed Code and Housing Enforcement Official classification is a single, non-sworn management position that will reside within the SPD’s Neighborhood Services Section. If approved, this classification will be included in the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, this classification will be exempt under the Fair Labor Standards Act. The SPD plans to reclassify the current Police Services Manager overseeing the Neighborhood Services section to this position.

 

The proposed Public Safety Telecommunications Manager classification is a single, non-sworn management position that will reside within the SPD’s Telecommunications Section of the Support Services Division. If approved, this classification will be included in the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, this classification will be exempt under the Fair Labor Standards Act. The SPD plans to reclassify the current Police Services Manager overseeing the Telecommunications section to this position.

 

The proposed Property and Records Manager classification is a single, non-sworn management position that will reside within the SPD’s Property and Records Section of the Support Services Division. If approved, this classification will be included in the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, this classification will be exempt under the Fair Labor Standards Act. The SPD plans to reclassify the current Police Services Manager overseeing the Property and Records section to this position.
