RECOMMENDATION

 

It is recommended that the City Council approve a motion to establish the Pre-Qualified Design Consulting Firms List for the Miracle Mile Pedestrian Safety Improvements and Revitalization, Project No. WT24043/PLBP-5008(203).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Miracle Mile is located on Pacific Avenue from Alpine Avenue to Harding Way and Harding Way from El Dorado Street to Lincoln Street (Attachment A). In 2022, Assembly Bill (AB) 179 granted $20,000,000 to the City for pedestrian crossing upgrades, public safety improvements, and revitalization of the Miracle Mile. The legislation called for the formation of an Ad Hoc Workgroup comprised of members of the community. This workgroup provided recommendations in a Conceptual Design Report to the City on how to best achieve these safety and revitalization goals. The Conceptual Design Report generally notes improvements relating to public safety, improved pedestrian crossings, lighting enhancements, and other revitalization improvements. The Conceptual Design Report also recommends improvements to Caldwell Park, which is at the northern end of the Miracle Mile Community Improvement District (MMCID).

 

On August 8, 2024, Public Works advertised a Request for Pre-Qualifications (RFQ) for the design of the Miracle Mile Pedestrian Safety Improvements and Revitalization, Project No. WT24043/PLBP-5008(203). On September 25, 2024, seven consulting firms submitted a pre-qualification package.

 

A Review Committee reviewed the pre-qualification packages and determined all seven consultants meet the qualification standards described in the RFQ. With the establishment of the pre-qualified list, only consulting firms from the list can submit a design proposal for the project.

 

It is recommended that Council approve a motion to establish the Pre-Qualified Design Consulting Firms List for the Miracle Mile Pedestrian Safety Improvements and Revitalization, Project No. WT24043/PLBP-5008(203).

 

 

 

 

 

DISCUSSION

 

Background

 

The Miracle Mile is located on Pacific Avenue from Alpine Avenue to Harding Way and Harding Way from El Dorado Street to Lincoln Street (Attachment A). In 2022, AB 179 granted $20,000,000 to the City for pedestrian crossing upgrades, public safety improvements, and revitalization of the Miracle Mile. Public Works recommends use of a pre-qualification process to ensure the City obtains a consulting firm qualified to perform the design of a project of this size and complexity. This process will result in a pre-qualified pool of consulting firms that will be allowed to propose on the project.

 

Staff created a thorough pre-qualification process to ensure the consulting firms meet City requirements, have adequate experience with projects similar in size and complexity, and have a good understanding of the project background and scope. Pre-qualification evaluation criteria have been established to help determine which Professional Consulting Firms are deemed qualified to successfully design the project. The criteria used to evaluate prospective consultants were as follows:

 

1.                     Familiarity with all aspects of professional services requested;

 

2.                     Familiarity with the local site conditions and Stockton practices and policies;

 

3.                     Familiarity with the Miracle Mile Conceptual Design Report;

 

4.                     Staff availability, stability, past performance on similar projects, as well

as qualifications and past performance of consultant’s key personnel;

 

5.                     No personal or organizational conflicts of interest;

 

6.                     Overall quality of proposal; and,

 

7.                     Reference checks.

 

Consulting Firms that satisfy the above minimum requirements will be placed on the Pre-Qualified Design Consulting Firms List and allowed to submit proposals for the project (Attachment B).

 

Present Situation

 

On August 8, 2024, Public Works advertised for consulting firms to submit a pre-qualification package for design of the Miracle Mile Pedestrian Safety Improvements and Revitalization, Project No. WT24043/PLBP-5008(203). On September 25, 2024, seven consulting firms submitted a pre-qualification package:

2.                     Bureau Veritas North America, Inc. (Sacramento, CA)

 

3.                     RHAA Landscape Architecture & Planning (Mill Valley, CA)

 

4.                     RRM Design Group (San Leandro, CA)

 

5.                     Siegfried Engineering, Inc. (Stockton, CA)

 

6.                     Westwood Professional Services, Inc. (Modesto, CA)

 

7.                     Wood Rodgers, Inc. (Sacramento, CA)

 

A Review Committee comprised of Public Works’ staff reviewed the pre-qualification packages and determined all seven consulting firms meet the qualification standards described in the RFQ.

 

It is recommended that Council approve a motion to establish the Pre-Qualified Design Consulting Firms List for the Miracle Mile Pedestrian Safety Improvements and Revitalization, Project No. WT24043/PLBP-5008(203). With the establishment of the pre-qualified list, only consulting firms from the list can submit a design proposal for the project.

 

Public Works expects to issue the Request for Proposals in December 2024 to the approved pre-qualified consulting firms (Attachment B).

 

FINANCIAL SUMMARY

 

There is no financial impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
