It is recommended that the Measure M Strong Communities Oversight Committee discuss an annual meeting schedule for the next 12 months.

Summary

 

To improve attendance and streamline the administration of committee meetings, a schedule of future meeting dates will be developed for the upcoming fiscal year. Following the staff presentation, the committee may discuss the proposed schedule, make any changes it deems appropriate, or adopt the schedule as presented.

 

DISCUSSION

 

Background

 

Attached is a copy of the Strong Communities Oversight Committee Council Policy. Section 11 addresses meeting requirements and committee member attendance (Attachment A). The City Council Policy Manual also includes attendance requirements in Chapter 3.03, Attendance Policy for Appointees (Attachment B).

 

Staff recommends establishing a quarterly meeting schedule for the second Wednesdays at 3:00 p.m. for the remainder of Fiscal Year 2026-27 as follows:

 

                     October 14, 2026

                     January 13, 2027 (Election of Chair and Vice Chair)

                     May 19, 2027 (3rd Wednesday Proposed Budget New Fiscal Year- New Chair and Vice Chair assume role)

                     August 11, 2027

 

The proposed schedule is subject to change with appropriate action by the Committee. Changes may be necessary for various reasons, including business needs, scheduling conflicts, or the need to convene for special meetings.

 

For background purposes, the Committee has historically met three to four times per year. Therefore, if a regularly scheduled quarterly meeting is determined to be unnecessary, the Committee may cancel the meeting.

 

The City Clerk’s Office continues its recruitment efforts to fill committee vacancies and improve meeting attendance. Establishing a set meeting schedule may also assist with recruiting new committee members by providing greater predictability and advance notice of meeting dates.

 

Staff recommends that the Committee adopt the proposed meeting schedule establishing quarterly meetings for the Strong Communities Oversight Committee for the remainder of Fiscal Year 2026-27.
