ADOPT RESOLUTION TO AUTHORIZE THE SWENSON PARK GOLF COURSE FENCE REPLACEMENT PROJECT

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve Notice of Exemption No. NOE60-23 under the California Environmental Quality Act for the Swenson Park Golf Course Fence Replacement, Project No. WB24033.
2. Approve reallocation of Council Discretionary Funding, in the amount of $25,000, from the Pixie Woods Suspension Bridge Replacement, Project No. WP22039, to the Swenson Park Golf Course Fence Replacement, Project No. WB24033.
3. Award a Construction Contract, in the amount of $230,720, to Arrow Fence Company of Rocklin, CA, for the Swenson Park Golf Course Fence Replacement, Project No. WB24033.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
Swenson Park Golf Course is a 214-acre property that opened in 1952 and is located at 6803 Alexandria Place (Attachment A - Vicinity Map). The exterior fencing and gates located at the golf course were damaged during winter storms and now require replacement. The project will remove the existing chain link fence and gates located on the south and west sides of the golf course and replace with a new wrought iron fence and two double swing gates.
On October 5, 2023, the City received four bids for this project. Staff recommends Council award a Construction Contract to the lowest responsive bidder, Arrow Fence Company of Rocklin, CA, in the amount of $230,720. Staff also recommends that Council adopt a resolution approving Notice of Exemption No. NOE60-23 under the California Environmental Quality Act (CEQA) and approving the reallocation of Council Discretionary Funding for the project.
DISCUSSION
Background
Swenson Park Golf Course is a 214-acre property that opened in 1952 and is located at 6803 Alexandria Place. In January 2023, a series of storms brought heavy rainfall, flooding, and strong winds to the San Joaquin Valley. During this storm, damage occurred to the exterior fencing of the golf course along Benjamin Holt Drive and Plymouth Road, and now requires replacement.
On May 2, 2023, by Resolution No. 2023-05-02-1502, Council approved discretionary funding in the amount of $230,000 and appropriated funding to the Swenson Park Golf Course Fence Replacement, Project No. WB24033. The project will remove the existing chain link fence and gates located on the south and west sides of the golf course and replace them with a new wrought iron fence and two double swing gates.
On November 16, 2021, by Resolution No. 2021-11-16-1501, Council approved discretionary funding in the amount of $120,000 and appropriated funding to the Pixie Woods Suspension Bridge Replacement, Project No. WP22039. This project is complete, and the work was accomplished under budget. There is an approximate amount of $92,000 in remaining funds. Of this remaining amount, Public Works is recommending reallocation of $25,000 to the Swenson Park Golf Course Fence Replacement, Project No. WB24033 for contingency purposes.
Present Situation
On September 7, 2023, the Swenson Park Golf Course Fence Replacement, Project No. WB24033, was advertised for bids. On October 5, 2023, four bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Stockton Fence & Material Co. is located within the City limits and is entitled to a five percent bid preference. Application of the Local Business Preference has no effect on the bid results. The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.
The bid from Arrow Fence Company, the lowest responsive bidder, is regular in all respects and has the proper license to perform the work. Staff recommends Council award a Construction Contract to Arrow Fence Company of Rocklin, CA, in the amount of $230,720.
The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(c) (Existing Facilities) of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE60-23 under CEQA.
FINANCIAL SUMMARY
With the reallocation of Council Discretionary Funding in the amount of $25,000 from the Pixie Woods Suspension Bridge Replacement, Project No. WP22039, to the Swenson Park Golf Course Fence Replacement, Project No. WB24033, there will be sufficient funding to award a Construction Contract to Arrow Fence Company of Rocklin, CA, in the amount of $230,720.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
