DISCUSSION

 

Background

 

The November 5, 2024, General Election elected Councilmember Mariela Ponce to District 2, Councilmember Mario Enríquez to District 4, Councilmember Jason Lee to District 6, and Mayor Christina Fugazi At Large. Positions on the Charter Review Advisory Commission, Community Development Committee, Measure A Citizens’ Advisory Committee, Measure M Strong Communities Advisory Committee, Measure W Oversight Committee, and Water Advisory Group coincide with the terms of the recently elected Councilmembers. Additionally, District 1 has a vacancy on Measure W Oversight Committee.

 

Charter Review Advisory Commission

 

This is an advisory body that reports to the Charter Review Ad-Hoc Committee. The Commission has been tasked with a specific scope of work, concrete deliverables, and a time schedule for project completion that coincides with certain scheduled upcoming elections. The Charter Review Advisory Commission was established by Council Resolution 2023-10-24-1502 and is comprised of seven appointees, each chosen by a City Council member, including the Mayor.

 

Measure A Citizens Advisory Committee

 

The mission of the Committee is to oversee the expenditure of revenues generated by Measure A and to make recommendations to the City Council regarding those expenditures as set forth in Measure B. Each member of the City Council shall nominate one member to the Committee. The members nominated are not required to be from specific Council Districts.

 

 

 

 

Measure W Oversight Committee

 

The Measure W Oversight Committee was established April 26, 2005, by City Council Resolution 05-0171 pursuant to the Stockton Safe Neighborhood Gang and Drug Prevention Police/Fire Response Measure Program Guidelines. The Committee is tasked with insuring that monies received from the sales and use tax enacted based on Measure W are being spent in accordance with the requirements outlined in the Measure. The Committee considers oral reports by City staff and other involved persons concerning the use of Measure W monies, reviews the annual audit and adopts an annual report which is presented to the City Council.

 

Strong Communities Advisory Committee

 

On June 7, 2016, the Stockton City Council adopted Resolution 2016-06-07-1212 to adopt an Ordinance imposing a ¼ cent sales tax and authorizing the formation of a Citizens’ Advisory Committee through Ordinance 2016-06-07-1212 contingent upon voter consideration and approval at the November 8, 2016, general municipal election (Measure M). Members of the Committee shall be appointed by the City Council to serve two-year terms. As stated in the Ordinance, the Advisory Committee shall meet annually to review the expenditure of revenues generated by the tax and make recommendations to the City Council regarding those expenditures.

 

Water Advisory Group

 

The function of this body is to advise the Council Water Committee on current and future water issues impacting water, wastewater, and storm water utilities for the City of Stockton, including the review of the Department of Municipal Utilities monthly Operations and Maintenance Report. Each member of the City Council shall nominate one member to the Group.  The members nominated are not required to be from specific Council Districts.

 

 

Present Situation

 

The newly elected Councilmembers have received applications to fill positions on these committees/commissions. Their recommendations listed below for appointment are being presented for ratification by the Council this evening.
