Approve by resolution an amendment to the list of classes approved for continuous testing by adding the classifications of Fire Telecommunicator I, Janitor, Mechanic II (Heavy), Police Aide I/II, Senior Geographic Information Systems Analyst, and Water Systems Operator.

DISCUSSION
Background
Since January 1978, the Civil Service Commission has approved certain classes for continuous testing. This list of classes is amended from time to time to address title changes, the addition of new classes to the City’s classification plan, and to address the shortage of qualified candidates in the labor pool.
Present Situation
Due to the difficulty anticipated in recruiting qualified candidates for the classes of Fire Telecommunicator I, Janitor, Mechanic II (Heavy), Police Aide I/II, Senior Geographic Information Systems Analyst, and Water Systems Operator, the Human Resources Department requests that the list be amended to allow for continuous testing (Attachment A).
Additionally, Human Resources staff reformatted the document, amending it to combine the Environmental Control Officer/Senior Environmental Control Officer, Police Telecommunicator I/II, and Water Systems Operator/Senior Water Systems Operator classifications, and corrected date information for the Plan Checker I/II and Senior Combination Inspector classifications (Attachment B).
AUTHORITY
The Civil Service Commission is empowered to make suitable rules and regulations to provide in detail the manner in which examinations may be held including the use of examinations and the development of other methods to determine the relative qualifications of applicants for appointment to or promotion in the competitive service. (Stockton Municipal Code Section 2.36.090D).
