ADOPT A RESOLUTION APPOINTING A MEMBER OF THE MEASURE A CITIZENS’ ADVISORY COMMITTEE

RECOMMENDATION
It is recommended that the City Council adopt a resolution ratifying the appointment of Daniel Offield to the Measure A Citizens’ Advisory Committee for a term beginning immediately upon appointment and ending January 31, 2027.

DISCUSSION
Background
On July 9, 2013, the Stockton City Council adopted Resolution 2013-07-09-1601 calling for a special election and Ordinance 2013-07-09-1601 establishing the 3/4 cent sales tax and authorizing the formation of a Citizens’ Advisory Committee through Ordinance 2013-07-09-1601 contingent upon voter consideration and approval at the November 5, 2013, special election. Upon the passage of Measure A and Advisory Measure B on November 5, 2013, the City Council adopted the City of Stockton Transaction and Use Tax Ordinance Citizens’ Advisory Committee Charter detailing the role and duties of the Citizens’ Advisory Committee. Each member of the City Council, including the Mayor, shall nominate one member to the Committee. The members nominated are not required to be from specific Council Districts.
At the regular Council meeting of December 3, 2013, the Council approved staff’s recommendation to include the term of service for the Advisory Committee members in the Committee Charter. The staff recommendation adopted by motion action was to have the terms of the Advisory Committee Members coincide with the term of each appointing Councilmember.
Present Situation
Councilmember Padilla reviewed the active applications on file. In accordance with the provisions of Ordinance 2013-07-09-1601 and the City of Stockton Transaction and Use Tax Ordinance Citizens’ Advisory Committee Charter, Councilmember Padilla is nominating Daniel Offield to the Measure A Citizens’ Advisory Committee to fill the remaining term, beginning immediately and ending January 31, 2027.
FINANCIAL SUMMARY
There is no financial impact to the General Fund.
