RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the purchase of a spare pump for the nitrifying biotowers from G3 Engineering, Inc., of Granite Bay, CA, in an amount not to exceed $186,319.15.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) Wastewater Utility operates the Regional Wastewater Collection Facility (RWCF), an advanced tertiary treatment plant with a capacity of 55 million gallons per day (MGD) located next to the San Joaquin River.

 

The RWCF secondary treatment process uses a nitrifying biotower filtration system to improve wastewater quality. The nitrifying biotowers use pumps to move treated wastewater to tertiary treatment at the RWCF.  The lead time to purchase a replacement pump of this size may take up to 36 weeks. To avoid operational disruptions and eliminate the need to rush to obtain a replacement in the event of failure, staff recommend purchasing a spare pump.

 

It is recommended that Council authorize the purchase of a replacement pump and motor for the nitrifying biotower at the RWCF from G3 Engineering, Inc. in the amount of $186,319.15.

 

DISCUSSION

 

Background

 

The nitrifying biotower filtration system provides biological treatment of wastewater to remove ammonia. This process is essential because ammonia is toxic to aquatic life and regulatory discharge limits require its removal.

 

The nitrifying biotowers use pumps to move treated wastewater to tertiary treatment at the RWCF. The pumps are replaced at the end of their useful life in accordance with a pump maintenance program. However, the lead time for purchasing a replacement pump may be up to 36 weeks. It is industry best practice to keep large equipment with long procurement lead times readily accessible when redundant equipment is not installed, in case of equipment failure.

 

Present Situation

 

Staff solicited three bids for the purchase of a Cascade Model 24 mixed-flow pump with a 30-inch discharge. The following bids were received:

The bid submitted by G3 Engineering, Inc. is the lowest responsive bid, regular in all aspects, and meets the City’s needs.

 

FINANCIAL SUMMARY

 

There are sufficient funds in the Wastewater Operations Equipment Acquisition account 6513-000-800004-610-000-00-65-000-000.

 

This action has no impact on the General Fund or any other unrestricted funds.
