ADOPT A RESOLUTION TO APPROVE THE 2025-2031 SEWER SYSTEM MANAGEMENT PLAN UPDATES

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to approve the 2025-2031 Sewer System Management Plan updates as required by the State Water Resources Control Board.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) is comprised of three enterprise funds including Water, Wastewater, and Stormwater Utilities. The Wastewater Utility includes a sanitary sewer collection system of approximately 900 miles of gravity sewer main, 554 miles of lower lateral pipe, 27 pump stations, and 30 miles of pressurized force main that route sewage to the Regional Wastewater Control Facility (RWCF) for treatment. The system collects sewage from properties within the City, special districts outside the City, and certain areas within San Joaquin County.

 

The State Water Resources Control Board (SWRCB) requires public utilities that provide sanitary sewer collection services to implement a Sewer System Management Plan (SSMP). The SSMP describes the procedures necessary to effectively operate and maintain the City of Stockton sewer collection system to prevent sanitary sewer overflows (SSO) and to ensure proper notification should an SSO occur.

 

If approved by the City Council, this action will approve the updated 2025-2031 SSMP (Exhibit 1 to the Resolution) to satisfy State requirements.

 

DISCUSSION

 

Background

 

In 2007, by Resolution 07-0327, the City Council authorized the approval and implementation of the SSMP Development Plan and Schedule. All elements of the SSMP were appropriately certified as required by the SWRCB.

 

In May 2011, by Resolution 11-0108, and in March 2016, by Resolution 2016-03-26-0302, the City Council approved the updated SSMPs to satisfy SWRCB requirements.

 

 

An effective SSMP outlines the measures that the City will take to manage, operate, and maintain its sewer system to prevent spills and mitigate their impacts. On December 6, 2022, the SWRCB adopted Order No. 2022-0103-DWQ (Order), mandating additional SSMP requirements for specifications, notification, monitoring, reporting, and record retention.

 

Present Situation

 

To comply with the Order, MUD staff have updated practices and procedures and documented updates in the proposed 2025-2031 SSMP.

 

The State does not require that an agency submit the SSMP to the State or Regional Water Boards for review or approval; however, SWRCB does require that the document be approved by the City’s governing authority, published on the City website, and made available upon request.

 

If approved by the City Council, the 2025-2031 SSMP will be certified and submitted to the SWRCB to be recorded as required by the Order and take all other required actions.

This action has no impact on the General Fund or any other unrestricted funds.
