RECOMMENDATION
Receive information related to the establishment of a commercial vacancy ordinance and provide staff direction on any changes or additional information the committee would like to receive and/or a recommendation for Council if appropriate.

Summary
At the November 15, 2022, Stockton City Council meeting, a discussion was held on establishing the Commercial Vacancy Ordinance (Attachment A). Staff recommended the City Council postpone the draft ordinance until:
1. Neighborhood Services is fully staffed; and,
2. Public Outreach has been completed; and,
3. A comprehensive needs assessment regarding this program has been completed.
On August 28, 2024, Legislation Environmental Committee meeting staff provided an update on recruitment of Code Enforcement Officer and installation of cameras on Code Enforcement staff vehicles using Artificial Intelligence technology to create predictable measure for code violation.
DISCUSSION
The Stockton Police Department - Neighborhood Services Division will provide an update on establishing a Commercial Vacancy Ordinance.
