RECOMMENDATION

 

It is recommended that the City Council approve a motion to authorize the City Manager to execute Professional Services Contract Amendment No. 3 in the amount of $1,306,000 with Design Workshop, Inc. for additional design services of the Van Buskirk Municipal Golf Course, Project No. WT24050. 

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

Professional Services Contract Amendment No. 3 in the amount of $1,306,000 with Design Workshop, Inc. will complete final design and environmental documents for Phase 1 and Phase 2 for the redevelopment of the former Van Buskirk Municipal Golf Course, Project No. WT24050.

 

On April 2, 2024, by Resolution No. 2024-04-02-1205, Council approved a grant award through Round 4 of the California Statewide Park Development and Community Revitalization (SPP) program for design and construction of Phase 1 of the redevelopment of the former Van Buskirk Municipal Golf Course, Project No. WT24050. Phase 1 of the project includes renovation of the existing basketball courts and creation of two new basketball courts, construction of a new skate park, BMX track, and bike trails. The project scope will include all associated landscape planting and irrigation, lighting, signage, fencing, and site furnishings for those specific recreational features.

 

Phase 2 of the project will include a design for the new nature-based amenities and recreational features such as a community garden, a nature-based water play/splash pad, a multipurpose lawn/field, and walking and biking paths.  Final design of Phase 1 and Phase 2 is anticipated to be completed in winter of 2025.  Construction of Phase 1 is anticipated to be advertised in spring of 2026.

 

DISCUSSION

 

Background

 

Van Buskirk Golf Course is a 192-acre parcel located at 1740 Houston Avenue. The property deeded to the City in 1957 by Charles and Bertha Van Buskirk includes the Van Buskirk Golf Course, Community Center, park, and ballfields. A deed restriction limits use to “public recreation or public park purpose.” The deed also identifies that the property would revert to the donor’s heirs if the City became non-compliant with respect to those restricted uses. The Van Buskirk heirs expressed their continued support for recreational purposes and possible educational opportunities.

 

On November 17, 2020, by Motion No. 2020-11-17-1403, Council awarded a Professional Services Contract in the amount of $258,857 to Design Workshop, Inc. to develop a Master Plan for the Reuse of Van Buskirk Municipal Golf Course. The scope of work included preparing conceptual site plan alternatives, conducting needs assessment, drafting and finalizing studies, and completing environmental documentation. It was later decided that the cost allocated for preparation of environmental documents be reallocated toward public outreach and community engagement efforts.

 

The Community Services Department worked with Design Workshop, Inc., consultant team, stakeholders, and community members to develop a Master Plan for rehabilitating and reusing the former Van Buskirk Municipal Golf Course property. This property is adjacent to the Van Buskirk Community Center and is deed restricted for recreation.

 

On December 9, 2022, Professional Services Contract Amendment No. 1 was administratively issued under the City Manager’s authority to extend the expiration date from November 30, 2022, to November 30, 2024, to complete the creation of the 2023 Van Buskirk Master Plan.

 

On August 22, 2023, by Motion No. 2023-08-22-1501, Council accepted the Concept Master Plan recommended by the 2023 Van Buskirk Master Plan and Biological Resources and Ecosystem Values report for the rehabilitation and reuse of the Van Buskirk Municipal Golf Course (Attachment A).

 

On April 2, 2024, by Resolution No. 2024-04-02-1205, Council approved a grant award from the SPP for the Van Buskirk Park Renovation project in the amount of $7,016,086. The SPP grant performance period is from July 1, 2023, through June 30, 2027. City staff identified the scope for the SPP grant as Phase 1 of the project, which includes renovation of the existing basketball courts and creation of two new basketball courts, new skate park, BMX track, and bike trails. The scope for Phase 1 will build a portion of what was visioned in the Concept Master Plan.

 

On October 25, 2024, Professional Services Contract Amendment No. 2 was administratively issued under the City Manager’s authority to extend the expiration date to November 30, 2027, to align with the performance schedule of the SPP grant received for the Van Buskirk Golf Course Reuse project.

 

Present Situation

 

Professional Services Contract Amendment No. 3 in the amount of $1,306,000 with Design Workshop, Inc. will complete final design and environmental documents for Phase 1 and Phase 2 for the redevelopment of the former Van Buskirk Municipal Golf Course, Project No. WT24050 (Attachment B).

Based on preliminary coordination with Design Workshop, Inc., final design is anticipated to be complete in winter 2025.

 

The proposed Professional Services Contract Amendment No. 3, in the amount of $1,306,000, is above the City Manager’s delegation of authority and requires Council action.

 

It is recommended that Council approve Professional Services Contract Amendment No. 3 in the amount of $1,306,000 with Design Workshop, Inc. for additional design services for the redevelopment of the Van Buskirk Municipal Golf Course, Project No. WT24050.

 

FINANCIAL SUMMARY

 

There is sufficient budget in the Van Buskirk Municipal Golf Course, Project No. WT24050, to approve Professional Services Contract Amendment No. 3 in the amount of $1,306,000 with Design Workshop, Inc.

 

There is no impact on the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
