RECOMMENDATION
Staff recommends that the Committee review the proposed redline changes to Chapter 4.08 of the Council Policy Manual and consider forwarding a recommendation to the City Council for adoption.

Summary
On August 28, 2024, the Committee provided direction to staff for changes to Chapter 4.08 of the Council Policy Manual. Those changes are now presented for the Committee’s consideration and potential recommendation to City Council for adoption.
DISCUSSION
Background
During the August 28, 2024, Council Legislation/Environmental Committee meeting, proposed changes to Chapter 4.08 of the Council Policy Manual were discussed by the Committee and direction was received by staff.
Although the Committee found a majority of Chapter 4.08 adequate, specific direction was given to make the following changes:
• A notification period of 10-days.
• Ad Hoc makeup at the Mayor’s discretion.
• Add a reservation of rights clause.
• Revise the Policy section to a Purpose section with a broader statement of intent.
• Add a willful, negligent, intentional requirement and remove good faith exception.
These changes are reflected in redline in Attachment A as well as general cleanup changes to reflect a clear process.
Should the Committee approve these changes, they will be forwarded to the City Council for review and adoption.
Present Situation
In accordance with Committee direction, Staff now presents proposed redlines for Council Policy Manual Chapter 4.08 for review and consideration.
