Summary
This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Fire Telecommunications Supervisor and Fire Telecommunicator I/II. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.
DISCUSSION
Background
Amendments to the class specifications are a result of a request by the Stockton Fire Department.
Present Situation
For Fire Telecommunications Supervisor, amendments were made to the Definition, Principal Duties, Qualifications, and Physical/Mental Abilities sections. The draft classification specification with redlines was completed and sent to the B&C - Supervisory Level bargaining unit for review and the union concurred on October 23, 2025, expressing no concerns to proceed (Attachment A).
For Fire Telecommunicator I/II, amendments were made to the Definition, Principal Duties, Qualifications, and Physical/Mental Abilities sections. The draft classification specification with redlines was completed and sent to the SCEA - Fire Telecommunicators bargaining unit for review and the union concurred on October 16, 2025, expressing no concerns to proceed (Attachment C).
The approved classification specifications were signed by the Director of Human Resources on October 29, 2025, and are included in this report (Attachments B and D).
AUTHORITY
Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees, provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
