NOMINEES FOR THE CALIFORNIA CORRECTIONAL HEALTH CARE SERVICES FACILITY CITIZENS’ ADVISORY COMMITTEE

RECOMMENDATION

 

It is recommended that the City Council approve a motion to nominate Dharma Arokiadass and Danielle Hibbitts to the California Correctional Health Care Services Advisory Committee (CAC), for selection by the Warden of the California Department of Corrections and Rehabilitation (CDCR).

Summary

 

There are currently two vacancies on the CAC. If the nominees are approved this evening, the City Clerk will forward the list of nominees to the Facility for consideration to serve on the CAC for terms beginning immediately upon warden approval and ending on July 1, 2026.

 

DISCUSSION

 

Background

 

On October 17, 2012, the City was notified by Facility’s Chief Executive Officer Lawrence Fong of the scheduled opening of the Facility in July 2013.  In preparation for the opening, the CDCR and California Correctional Health Care Services established the CAC as mandated by Penal Code section 5056 and CDCR’s DOM section 101090.11.3.  The mandate includes that two persons be appointed from nominations submitted by the City of Stockton, the city nearest to the Institution.

 

Appointments to the 12-member CAC are made by the Warden of the CDCR Facility from the nominations submitted by the City Council, the Greater Stockton Chamber of Commerce, the Board of Supervisors, the Chief of Police, the Assembly Member, the Senator in whose district the prison is located, and others.

 

The CAC’s function is to: 1) Improve the public’s understanding of correctional programs, 2) Influence correctional directions, and 3) Suggest means to improve and participate in inmate programming.  Members serve for a two-year term and may be nominated and reappointed to succeeding terms.

 

The CAC held its first meeting on April 25, 2013 and was scheduled to meet at least once every two months thereafter, or as necessary to carry out the purposes and duties of the CAC.

 

Present Situation

 

Due to term expirations, there are currently two vacancies on this committee.  The names of potential appointees are reviewed by the Mayor and submitted to the City Council approval.  After Council approval, the nominees will be submitted to the CDCR Warden for consideration and final selection.  The Mayor has recommended that Council submit the names of Dharma Arokiadass and Danielle Hibbitts as the City of Stockton recommendations to the Warden.

 

FINANCIAL SUMMARY

 

There is no direct financial impact on the City of Stockton.
