body

Summary

The City Council is being asked to establish the proposed new single-incumbent civilian classifications entitled Emergency Medical Services Continuous Quality Improvement Coordinator and Deputy Fire Marshal and the proposed salary ranges.

DISCUSSION

Background

Currently, emergency medical services’ (EMS) quality assurance responsibilities are distributed among operational and supervisory personnel whose primary duties focus on emergency response, training, and administrative operations. As EMS clinical standards, documentation requirements, and reporting obligations have expanded, the department has identified the need for a dedicated professional position responsible for oversight and coordination of EMS CQI activities.

The proposed EMS-CQI Coordinator position will provide specialized clinical review, data analysis, performance monitoring, and education coordination for the department's EMS system. This role will support regulatory compliance, improve clinical outcomes, and strengthen coordination between the Fire Department and San Joaquin County EMS Agency to maintain consistent quality assurance processes, identify trends in patient care delivery, and support evidence-based improvements to EMS operations.

Currently, the Fire Prevention Bureau currently operates without a dedicated Deputy Fire Marshal classification, relying instead on a combination of one Administrative Fire Captain serving as the Assistant Fire Marshal and a part-time employee who, beyond necessity, has assumed many Deputy-level responsibilities.

Establishing a permanent non-sworn Deputy Fire Marshal classification would stabilize the Bureau's management structure, ensure continuity of technical expertise, and reduce the City's dependence on temporary or part-time staffing arrangements. This civilian role would provide consistent support to newly assigned Fire Marshals, maintain regulatory and code-enforcement consistency, and offer a reliable source of institutional knowledge to carry the Bureau through transitions. In addition, creating this position establishes a promotional pathway for non-sworn Fire Prevention Inspectors.

Classifications:

The proposed EMS-CQI Coordinator classification is a single, non-sworn, professional classification responsible for EMS clinical quality improvement, clinical analysis, regulatory compliance, and EMS-related education (Attachment A). If approved by City Council, the EMS-CQI Coordinator classification will be included in the Civil Service system and placed in the B&C - Mid-Management Level bargaining unit.  In addition, the classification will be exempt under the Fair Labor Standards Act (FLSA).

The proposed Deputy Fire Marshal classification is a single, non-sworn, professional classification responsible for providing coordination with multiple agencies, communicating effectively both orally and in writing, effectively representing fire prevention issues to client groups and city management team members, supervising and evaluating staff, developing and maintaining cooperative relationships with city staff and work effectively with clients and community groups, and exemplifying an enthusiastic, resourceful, and effective service attitude with the public and co-workers (Attachment B). If approved, the Deputy Fire Marshal classification will be included in the Civil Service system and placed in the B&C - Mid-Management Level bargaining unit.  In addition, the classification will be exempt under the Fair Labor Standards Act (FLSA).
