It is recommended that City Council adopt a resolution reappointing Balwinder Singh to the San Joaquin County Regional Transit District Board, for a term commencing January 1, 2022 and ending December 31, 2025.

Summary

 

On December 31, 2021, the term of Commissioner Balwinder Singh will expire. In October 2021, the City Clerk’s Office conducted a recruitment to fill the vacancy and scheduled interviews with the qualified applicants.  Interviews were held on December 1, 2021 at which the incumbent, Balwinder Singh was the only applicant to appear.

 

DISCUSSION

 

Background

 

The function of the San Joaquin County Regional Transit District Board is to supervise and regulate every facility owned and operated by the Transit District, including the fixing of rates, rentals, charges and classifications, and making and enforcing rules, regulations, contracts, practices, and schedules for or in connection with transit facilities owned or controlled by the District.

 

The San Joaquin County Regional Transit District Board was established pursuant to California Public Utilities Code Division 10, Part 5. The Board shall be comprised of five directors. Two directors shall be appointed by the San Joaquin County Board of Supervisors. Two directors shall be appointed by Stockton City Council.  The Board of Supervisors, together with five members of the City Council appointed by the Mayor, shall constitute a board of election which, by a majority vote, shall appoint the fifth director.

 

Present Situation

 

With Balwinder Singh being the only applicant to interview, Council Policy 3.02 Section 11. F. provides that if the number of applicants is less than or equal to the number of vacancies, Council may proceed to fill any number of vacancies from the available list. 

 

Subject to Council ratification, it is recommended that Balwinder Singh be appointed to a four-year term commencing January 1, 2022 and ending December 21, 2025.

 

 

 

FINANCIAL SUMMARY

 

Members of the San Joaquin Regional Transit District do not receive remuneration. There is no financial impact to the General Fund in making this appointment.
