RECOMMENDATION

It is recommended that the City Council adopt a resolution:

1. Authorizing staff to add Hunter House LP to the submitted application for Homekey+ grant funds from the State of California in an amount not to exceed $36,000,000.

a. Adding Hunter House LP to the submitted Homekey+ application to the State in partnership with Service First of California for the Hunter House affordable development, a new construction project providing 120 housing units for individuals or households experiencing behavioral health challenges and experiencing homelessness or at risk of homelessness including youth, veterans and other disabled individuals.

2. Approving a Resolution of the governing body of the City of Stockton authorizing joint application to and participation in the Homekey+ Program,

3. Authorizing the City Manager, or designee, to take all necessary and appropriate actions to carry out the purpose and intent of the resolution.

Summary

Service First of Northern California (Service First) is seeking gap funding through the State of California Department of Housing and Community Development (HCD) Homekey+ Grants program for the Hunter House affordable housing project. The Homekey+ Program requires a resolution from the Stockton City Council, with the City as the lead applicant, to reinforce its commitment to proceed with a Standard Agreement for the grant, if awarded. Hunter House is a proposed 120-unit multifamily housing complex located at 610 N. Hunter Street, Stockton CA 95202. Service First created Hunter House LP, a new legal entity, for the purpose of establishing and administering the Hunter Housing affordable housing project. HCD requires that Hunter House LP be included as a partner in the application.

DISCUSSION

Background

On April 1, 2025 Council approved Resolution No. 2025-04-01-1502 (Attachment A), which allocated funding and approved a joint application to be submitted by the City with Service First as the co-applicant. While the accompanying Council report also listed Hunter House LP as an additional co-applicant, Hunter House LP was not listed within the Resolution itself. This was an administrative error in omission.

Present Situation

The Hunter House project is currently under review for an award of Homekey+ funding. If awarded, the Homekey+ funding will complete the final piece in the project's funding plan. Due to an administrative error, Hunter House LP was not included as a co-applicant on the resolution that approved the joint application for Homekey+ funding. (Attachment A). HCD subsequently contacted the City requesting that Hunter House LP be added to the resolution after it was already approved by Council. A resolution cannot be amended without the approval of Council, even for administrative errors. Given that all other items included in Resolution No. 2025-04-01-1502 are accurate, it is recommended that Hunter House LP be recognized formally as an additional co-applicant along with Service First and the City for funding through the Homekey+ program for the Hunter House project, by way of approval of the attached resolution.

FINANCIAL SUMMARY

There is no financial impact to the City's General Fund or any other unrestricted fund included in the accompanying Resolution. The recommended action is administrative in nature, correcting an unintended omission in Resolution verbiage.
