It is recommended that the Community Development Committee (CDC):

 

Hold a Public Hearing to receive public comments on the Draft 2026-2027 Annual Action Plan, which includes an outline of the results of the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) public service Notice of Funding Availability (NOFA) process.

Summary

 

The City of Stockton is an entitlement community with the United States Department of Housing & Urban Development (HUD). As an entitlement community, the City must develop an Annual Action Plan, outlining the use of HUD funding over the upcoming Program Year (2026-2027).  The plan is required to be submitted to HUD on or before May 1, 2026.  The hearing held by the CDC is one means of meeting the community review and comment requirements, as the plan continues its 30-day public comment period.   The Draft 2026-2027 Annual Action Plan will be released for a 30-day public comment period, beginning on March 26, 2026, and will conclude at the final Public Hearing at the April 28, 2026 City Council meeting. 

 

The creation, public review, and formal approval of the Annual Action Plan is a critical step in the City’s ability to meet needs within the community through the use of federal HUD grant funds.  Without the submittal of the Annual Action Plan, the City of Stockton will be deemed ineligible to receive HUD funding.

 

The Draft 2026-2027 Annual Action Plan will be available on the City’s website at www.stocktonca.gov/housing once released for public comment.
