RESOLUTION APPOINTING MIKAELA CABANG TO THE STOCKTON ARTS COMMISSION AS YOUTH ARTS COMMISSIONER

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Appoint Mikaela Cabang to the Stockton Arts Commission as the Youth Arts Commissioner for a one-year term beginning immediately and ending June 30, 2026.
2. Authorize the City Manager to take whatever actions are appropriate and necessary to carry out the purpose and intent of this Resolution.

Summary
The Stockton Arts Commission (“SAC”) includes one designated Youth Arts Commissioner to serve as a liaison and voice for Stockton’s young artists. Following an open application and interview process, staff and commissioners recommend the appointment of Mikaela Cabang to serve in this role.
DISCUSSION
Background
The Youth Arts Commissioner position is a one-year term intended for a student who demonstrates leadership and a commitment to the arts and community service. The position was publicly announced on March 26, 2025, and the application period closed on April 30, 2025. Four qualified applications were received (Attachment A - Redacted Applications). Of those, three applicants participated in interviews.
Present Situation
After review and deliberation, Mikaela Cabang was identified as the top candidate. Mikaela is a youth leader with significant experience in youth advocacy, visual storytelling, and civic engagement through organizations such as Changeist, Little Manila Rising, and Unbound Stockton. Her demonstrated leadership, community service, and artistic contributions align well with the goals of the Stockton Arts Commission.
Pending Council approval, Mikaela Cabang will serve from July 15, 2025, through June 30, 2026, as a full voting member of the Commission.
FINANCIAL SUMMARY
The Stockton Arts Commission receives no remunerations. There is no direct financial impact to the City by taking this action.
