RECOMMENDATION
Discuss the administration of the 2027 Public Art Mural Program and provide direction regarding the program review process, including whether to appoint an ad hoc committee to assist with program development and mural selection.

Staff is seeking direction from the Stockton Arts Commission regarding the administration of the 2027 Public Art Mural Program.
The Commission may choose one of the following approaches:
Option 1: Utilize the existing Public Art Mural Program guidelines and direct staff to release an open call for artists. Under this approach, staff would review and score applications and present recommended mural proposals to the full Commission for consideration and approval.
Option 2: Appoint an ad hoc committee to assist with the Public Art Mural Program. The Commission may determine the scope of the committee's responsibilities, which may include:
• Reviewing and recommending updates to the program guidelines and application materials prior to the release of the call for artists.
• Reviewing and scoring mural applications received through the program and making recommendations to the full Commission for final approval.
Alternatively, the Commission may appoint an ad hoc committee solely to review and recommend updates to the program guidelines and application materials. Under this approach, once the guidelines are finalized and the call for artists is released, staff would review and score applications and present recommended mural proposals directly to the full Commission for consideration and approval.
Staff will implement the process directed by the Commission.
