DISCUSSION ON ADOPTING AN ORDINANCE AMENDING TITLE 5 TO ADD CHAPTER 5.106 AND AMENDING CHAPTER 5.08, SECTION 5.08.280; AND AMENDING TITLE 8 TO ADD CHAPTER 8.70 AND AMENDING CHAPTER 8.56, SECTIONS 8.56.010, 8.56.030, AND 8.56040 TO COMPLY WITH STATE LAW REGARDING STREET AND SIDEWALK VENDORS
recommended action
RECOMMENDATION
It is recommended that the Legislation/Environmental Committee:
1. Consider amendments to Stockton Municipal Code Title 5 and Title 8 related to the proposed Street and Sidewalk Vendors ordinance; and
2. Provide staff direction regarding the proposed changes and consider moving forward with the proposed changes to the full council.

DISCUSSION
Background
At the May 13, 2025, Council meeting, the Stockton City Council was asked to adopt an amendment to Title 5 and Title 8 of the Stockton Municipal Code related to a proposed Street and Sidewalk Vendor ordinance. City Council moved to refer the proposed modification back to the Legislation/Environmental Committee for further revisions and coordination with the vendor community.
Present Situation
Councilmember Mario Enriquez, city staff, and representatives from the vendor community held several meetings to discuss the amendment to the ordinance. Attached as Attachment A - Revised Title 5 and Attachment B - Revised Title 8 are the new proposed amendments to the Stockton Municipal Code resulting from the discussions held at those meetings. Attached as Attachment C is the agenda item from the May 13, 2025, City Council meeting.
