EXECUTION OF A CONTRACT WITH ROBERTSON-BRYAN, INC. FOR PROJECT MANAGER SERVICES

RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to:

 

Award a Professional Services Contract to Robertson-Bryan, Inc. of Elk Grove, CA in the amount of $991,362, for a period of three (3) years with one (1) year extension through the completion of Phase 2 of the Regional Wastewater Control Facility Progressive Design-Build Project for professional engineering services as a Project Manager for the City of Stockton, (Project No. M16022).

 

It is further recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this motion.

Summary

 

On November 15, 2016, the Stockton City Council awarded a Progressive Design-Build Contract with AECOM Infrastructure and W.M. Lyles, Inc., a Joint Venture, for the RWCF upgrades and improvements identified in the 2011 Capital Improvement and Energy Management Plan (CIEMP) and necessary to meet treated wastewater discharge limits stipulated by the Regional Water Quality Control Board.  The estimated cost of the project is $150 million.

 

To adequately coordinate the complex issues involved in this Progressive Design-Build project, a Project Manager (PM) is needed to provide governance and direction for the project.  Duties shall include independent project monitoring, team integration, schedule review, change order evaluation and budget review.  Award of a contract for $991,362, less than one percent of the total project cost, is a prudent investment to ensure successful delivery of a $150 million project.

 

It is recommended that Council approve a motion authorizing the City Manager to  execute a Professional Services Contract with Robertson-Bryan, Inc. (RBI) to provide professional engineering services as a PM, providing project management services overseeing and coordinating the work of the Joint Venture contractor for the Regional Wastewater Control Facility (RWCF) upgrades and improvements.

 

DISCUSSION

 

Background

 

The Municipal Utilities Department (MUD) determined a need to enlist the services of a PM to coordinate the complex issues of this $150 million Progressive Design-Build project.  On March 3, 2017, MUD issued a Request for Qualification (RFQ) for PM services.  The RFQ outlined the need for an experienced PM, supported by an engineering firm to be identified by the PM, for coordination of the complex issues that will be involved in the project.

 

The minimum qualifications for the PM included educational and professional licensing requirements as well as experience in wastewater treatment design and/or construction (traditional and alternative; i.e. Design-Build), wastewater treatment processes, procurement management, schedule management, risk management, quality management and local, state or federal finance administration.  The PM will report to the Director of Municipal Utilities.

 

Present Situation

 

The RFQ was sent to 16 firms known to perform these services, and three (3) firms attended the pre-proposal meeting.  In response, only one proposal was received on April 6, 2017.  MUD staff contacted the two firms that did not submit a proposal and learned that one had a particular individual in mind for this assignment but as it came time to submit their proposal, the individual’s level of commitment changed and the firm decided not to submit.  The other firm, elected to team with RBI as the supporting engineering firm.

Consultant selection is based in large part on the understanding of the project and the firm’s approach to meeting the City’s requirements.  Other considerations in awarding this contract to RBI included their individual’s qualifications, experience, lack of conflict of interest with Joint Venture, and ability to provide services concurrent with the project schedule.  RBI’s proposed commitment is equivalent to one-half of one full-time equivalent employee, or 1,000 hours per year.

 

Overall, the project duration is between five and six years. It is the intent that the PM’s role and responsibilities shall commence in Phase I and continue for three (3) years with the option of one (1) year extension through the completion of the project.

 

Staff recommends Council approve a motion authorizing the City Manager to execute a Professional Services Contract with RBI in the amount of $991,362 (Attachment A).

 

FINANCIAL SUMMARY

 

Sufficient funds are available in the following account: Wastewater CIP Regional Wastewater Control Facility - Modifications and Replacement 437-7709-670   for the execution of a contract with Robertson-Bryan, Inc. to provide professional engineering services in the amount of $991,362.

 

One (1) year extensions may be added to the contract, if necessary.

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
