Summary

 

Staff have continued to work on additional homeless improvement solutions, including participating in educational tours and presentations highlighting a variety of homelessness response strategies implemented by the Cities of Phoenix, Sacramento, Lodi, and San Diego. These sessions showcased approaches to safe camping, safe parking, emergency shelter, and designated safe sleeping sites. 

 

Each program offered valuable insights into how other jurisdictions are addressing homelessness through innovative policies, operational practices, and cross-sector partnerships. While no other jurisdiction is identical to the City of Stockton due to differences in population, governance structures, funding, and regional service systems, several common themes and best practices emerged; information learned about these other operations is helpful as Stockton designs options and determines next steps.

 

Staff have completed cost estimates and operational framework for three types of approaches to combating homelessness including a safe camping site, current operation expansion, and lifting a tiny homes complex.
