REFER ISSUES RELATING TO THE CANNABIS ORDINANCE TO THE COUNCIL LEGISLATION/ENVIRONMENTAL COMMITTEE

RECOMMENDATION
Mayor Tubbs recommends that the City Council approve a motion to refer the issues of cleanup legislation relating to the City’s existing cannabis ordinance, as well as new or amended legislation relating to cannabis packaging, business applications, manufacturing, transportation and delivery, zoning, testing, and other related issues to the Legislation/Environmental Committee.
It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the motion.

Summary
The legal and legislative landscape related to cannabis regulation has shifted significantly in recent years. Recent projections value the California cannabis industry at upwards of $7 billion, with foreseeable economic impacts at both the state and local level.
There is a need to review the City’s existing cannabis ordinance to address administrative clean up items. In addition, given the Council’s Strategic Target of Economic Development, there is an opportunity to consider additional legislation to address recreational cannabis as well as regulations for other elements of the cannabis production and delivery chain, which could yield local economic benefits.
While this is an emerging topic of importance, addressing cannabis regulation is not included as a priority goal in the Council Strategic Work Plan. As a result, resources directed to this effort will have impacts on the existing Council priorities and may affect the progress of other items. If the Legislation/Environmental Committee requests information or materials that require significant staff work, this will override the previous timelines outlined for completing the existing Council Strategic Work Plan.
