RECOMMENDATION

 

Staff recommends that the City Council adopt by resolution the proposed redline changes to Chapters 3.02 and 3.03 of the Council Policy Manual.

Summary

 

On April 17, 2024, and May 15, 2024, the Council Legislation/Environmental Committee reviewed and provided direction to staff for changes to Chapter’s 3.02 and 3.03 of the Council Policy Manual.  Those changes are presented for the City Council’s consideration for adoption.

 

DISCUSSION

 

Background

 

At the May 15, 2024, Council Legislation/Environmental Committee meeting, proposed changes to Chapters 3.02 and 3.03 were discussed by the Committee and recommendation forwarded to Council.

 

Chapter 3.02 language regarding recruitment for applicants to Boards and Commissions contained outdated language and did not reflect best practices.  Updated language is reflected in the attached redline policy (Attachment A).

 

Chapter 3.03 regarding the attendance policy for Boards and Commissions needed clarity to ensure better governance.  Language was updated to further define absences, meeting types, process for addressing violations, and provide clarity regarding boards that were an exception.  These changes are reflected in the attached redline policy (Attachment B).

 

Present Situation

 

In accordance with Council Legislation/Environmental Committee recommendation, Staff now presents proposed redlines for Council Policy Manual Chapters 3.02 and 3.03 for adoption.

There is no financial impact from approval of these changes.
