BACKGROUND
On March 19, 2026, the Police Department presented its Equal Employment Opportunity (EEO) Report to the Civil Service Commission. During that presentation, the Commission reviewed the report and engaged in discussion regarding the data, methodology, and findings. Following the presentation, the Commission requested that the Police Department return at a subsequent meeting to provide additional information and clarification on several items raised during the discussion. These questions included, but were not limited to, further details on workforce demographics, hiring and promotion practices, and any identified disparities or trends within the Department.
This item has been agendized to allow the Police Department to complete its presentation of the EEO Report and to respond to the Commission’s outstanding questions.
DISCUSSION
The Stockton Police Department is responsible for the delivery of law enforcement and related emergency services within the City of Stockton. The Police Department’s mission is to work in partnership with the community, to build and maintain relationships founded on trust and mutual respect while reducing crime and improving the quality of life.
The attached report provides employment information for the Police Department regarding workforce composition, personnel changes, professional/diversity training, and recruitment efforts for the past year.
AUTHORITY
Concurrent Civil Service/Equal Employment Commission Resolution No. CS 11-067 adopted on December 15, 2011, outlines the format that Annual Equal Employment reports must be completed effective January 1, 2012. In compliance with this resolution, all City departments shall submit their annual reports, as assigned, utilizing the adopted format.
