RECOMMENDATION
It is recommended that the City Council adopt a resolution establishing a new unclassified/unrepresented position of Supervising Budget Analyst for the Administrative Services Department and assign the salary range.

Summary
City Council is being asked to establish the proposed new single-incumbent, supervisory level classification titled Supervising Budget Analyst. This position will reside within the Administrative Services Department’s Budget Office and report to the Budget Officer.
DISCUSSION
Background
The Administrative Services Department recommends the establishment of this new classification because it will enable the department to implement and meet succession planning goals; increase supervision and improve span of control within the Budget Office; and enhance productivity and technical expertise.
Present Situation
The Administrative Services Department currently operates with three staffing levels within the Budget Analyst classification, Budget Analyst I, Budget Analyst II, and Senior Budget Analyst. A supervisory level classification is needed to provide day-to-day leadership and technical oversight, bridging the gap between the Senior Budget Analyst and the Budget Officer. The Supervising Budget Analyst classification will ensure consistent application of budget practices and policies, improve the quality and timeliness of budget development and monitoring, and assist the Budget Office in focusing on high-level strategy, policy direction, and executive and council support.
Classification
The proposed Supervising Budget Analyst classification is a single, supervisory level position responsible for supervising subordinate staff and activities within the Budget Office, including the formulation and execution of the City’s Financial Plan, long-range budget projections, and Annual Budget and oversight of investments and purchasing operations. The Supervising Budget Analyst will plan, organize, and coordinate budget preparation and control activities.
If approved, the Supervising Budget Analyst classification is categorized as confidential and will be excluded in the Civil Service system and placed in the Unrepresented - Confidential bargaining unit. In addition, the classification will be exempt under the Fair Labor Standards Act (FLSA).
