ADOPT RESOLUTION TO AUTHORIZE THE COLUMBUS PARK RENOVATIONS PROJECT

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the plans and specifications for the Columbus Park Renovations, Project No. WP22041.
2. Approve an Agreement between the City of Stockton and the San Joaquin County Office of Education dba Greater Valley Conservation Corps in the amount of $106,606 for the Columbus Park Renovations, Project No. WP22041.
3. Award a Construction Contract in the amount of $2,345,000 to Stockbridge General Contracting, Inc. of Clovis, CA, for the Columbus Park Renovations, Project No. WP22041.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
On March 11, 2021, a grant application for the Columbus Park Renovations project was submitted for Proposition 68 (2018 Parks Bond Act) funding. On December 8, 2021, the City was notified that our grant application was successful, and we were awarded $3,351,340 in Proposition 68 grant funding.
The Columbus Park Renovations project will provide a community garden, a playground and swing area, an Exeloo restroom, a picnic shelter, bioswales, public art, an adult fitness area, a full-size basketball court, Americans with Disabilities Act (ADA) pathway and lighting, and landscaping throughout the park.
Proposition 68 State grant funding guidelines require the City to partner with the Greater Valley Conservation Corps (GVCC) on the project. GVCC will provide labor to install site furnishings, landscaping, and other park amenities related to the project. It is recommended that Council adopt a resolution authorizing the City Manager to execute an Agreement with the San Joaquin County Office of Education dba GVCC in the amount of $106,606 to reimburse the GVCC for their work on the project.
On December 12, 2024, the City received six bids for this project. It is recommended that Council award a Construction Contract to the lowest responsible bidder, Stockbridge General Contracting, Inc., in the amount of $2,345,000. It is also recommended that Council adopt a resolution approving the plans and specifications for the project. Construction will begin in 2025 and is anticipated to be completed in spring 2026.
DISCUSSION
Background
Columbus Park is a two-acre park located at 401 West Worth Street. Current amenities include a half basketball court and a few benches and tables (Attachment A). There are minimal activities and amenities to keep visitors of all ages active and engaged. A complete renovation of the park is needed to meet the needs of the neighborhood.
The Columbus Park Renovations project will provide a community garden, a playground and swing area, an Exeloo restroom, a picnic shelter, bioswales, public art, an adult fitness area, a full-size basketball court, ADA pathway and lighting, and landscaping throughout the park.
Proposition 68 (2018 Parks Bond Act), formally known as the “California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018”, was passed by voters on June 6, 2018. On November 17, 2020, by Resolution No. 2020-11-17-1404-02, Council authorized the City Manager to submit a grant application for the Columbus Park Renovations project for the request of Proposition 68 grant funds. The City was successful in competing for Proposition 68 grant funds and was awarded $3,351,340 for design and construction of the proposed park improvements.
On February 7, 2023, by Resolution No. 2023-02-07-1217, Council awarded a Professional Services Contract in the amount of $352,064 to Callander Associates for the design of the Columbus Park Renovations project. Callander Associates completed the design of park improvements in October 2024, including the filing of the project’s environmental document. The project is categorically exempt per the California Environmental Quality Act Guidelines and California Code of Regulations section 15301. Construction will begin in spring 2025 and is anticipated to be completed in spring 2026.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was applied to this project as the estimated construction cost is over $1 million, and staff verified there are no funding restrictions.
Present Situation
On October 16, 2024, the Columbus Park Renovations, Project No. WP22041, was advertised for bids. On December 12, 2024, six bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Application of the Local Business Preference has no effect on the bid order. The requirements of SMC section 3.68.095, Local Employment Ordinance, also applies to this project.
The project is partially funded with Proposition 68 State grant funds. Proposition 68 funding guidelines require the City to partner with the California Conservation Corps or GVCC on the project. The California Conservation Corps responded that they were not able to participate due to workload and resources. However, GVCC agreed to provide the necessary labor to meet the grant requirement. It is recommended that Council adopt a resolution authorizing the City Manager to execute an Agreement with the San Joaquin County Office of Education dba GVCC in the amount of $106,606 to reimburse GVCC for their work on the project.
The bid from Stockbridge General Contracting, Inc., the lowest responsible bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council adopt a resolution approving the plans and specifications for the project and award a Construction Contract to Stockbridge General Contracting, Inc. of Clovis, CA, in the amount of $2,345,000. The park will remain closed and fenced off during construction.
FINANCIAL SUMMARY
There is sufficient funding available in the Columbus Park Renovations, Project No. WP22041, to award an Agreement in the amount of $106,606 to GVCC and a Construction Contract in the amount of $2,345,000 to Stockbridge General Contracting, Inc. Remaining funding will be used for construction contingencies and project administrative costs.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
