RECOMMENDATION
It is recommended that the City Council approve a motion to authorize the Interim City Manager to execute a one-time purchase from Tactical Night Vision Company (TNVC), in an amount not to exceed $584,865.
It is further recommended that the Interim City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
The Stockton Police Department (SPD) is seeking to equip SWAT Operators with Night Vision Goggles (NVGs) for superior nighttime viewing in various environments and conditions, improving situational awareness and performance. These optics are favored for their user-friendly functionality and heightened accuracy, which are crucial factors in ensuring the safety of both the community and officers during high-stakes, dynamic incidents. SPD intends to procure thirty (30) NVGs, staying within the designated budget of $584,865.
DISCUSSION
Background
On November 12, 2024, Council approved Motion 2024-11-12-1210, the Community Oriented Policing Services (COPS) Technology and Equipment (TEP) grant funding of $963,000 to purchase NVGs and Flock Safety cameras. Like many other agencies across the nation, the City struggles with recruitment and retention of officers. SPD continues to identify smarter tools and resources in an effort to be as effective as possible in the field. The SPD SWAT team conducts an average of 150 operations annually. Currently, SWAT uses white light, making hostage takers aware of the presence of an operator. This prevents SWAT from moving the hostage into a position to block the engagement, potentially creating an unsafe environment not only for the officers but also for the community.
Present Situation
A Request for Proposal (PUR 25-015) for the purchase of thirty (30) NVGs was published in The Record on January 2, 2025. Notification to send in proposals for equipment was sent to multiple regional and local vendors. On January 23, 2025, four proposals were received from the following:
• Botach Inc
• Proforce Marketing, Inc.
• Steele Industries Inc.
• Tactical Night Vision Company
The Selection Committee evaluated all proposals based on each firm’s qualifications, professional experience, industry expertise, and capacity. Once completed, the firms were ranked, and pricing was then added to the evaluation.
Staff is seeking Council approval to purchase thirty (30) NVGs from TNVC in an amount not to exceed $584,865 to assist SWAT in maximizing effectiveness and efficiency in responding to hostage situations in the dark hours of the night, from calls for service to our community and police response to the community.
FINANCIAL SUMMARY
Funding for the Standard Agreement with TNVC is available from the COPS TEP Grant funding allocations into the FY 2024-25, in the amount of $584,865.
