RECOMMENDATION

 

It is recommended that the City Council adopt a resolution establishing new unclassified/ unrepresented positions of Payroll Analyst I/II/Senior, Debt and Treasury Manager, and Assistant Director of Public Works and assign the salary ranges.

Summary

 

City Council is being asked to establish the proposed new Payroll Analyst I/II/Senior, Debt and Treasury Manager, and Assistant Director of Public Works classifications and approve the associated salary plans.  

 

DISCUSSION

 

Background

 

The City Manager’s Office executed a reorganization of the Payroll section, directing the citywide function to move ownership from Human Resources (HR) to the Administrative Services Department (ASD). Human Resources (HR) was tasked to create a new job classification series of Payroll Analyst I/II/Senior and identify appropriate salary plans for each level.

 

The Debt and Treasury Manager position is being created for the ASD because it plays a critical role in structuring, monitoring, and refinancinig the City’s debt to minimize interest costs, manage financial risk, and ensure alignment with the City’s long-term financial strategy. 

 

The Assistant Director of Public Works position is being created for the Public Works Department to support the Director of Public Works in administering the programs and activities of the department and providing expert professional assistance to city management staff on public works matters. 

 

Present Situation

 

Currently, the Payroll section is housed in the HR Department and consists of one Supervising HR Analyst, one Senior HR Analyst, one HR Analyst II, and three HR Analyst I incumbents appointed. On July 1, 2026, the Payroll section will transfer to the ASD and become a part of the Accounting and Financial Operations Division.

 

 

 

Currently, the oversight of the City’s debt and treasury functions is operating under the Program Manager III classification specification. Establishing a dedicated classification of Debt and Treasury Manager that is specific to the oversight of debt structuring, cash forecasting, investments, and compliance with legal and disclosure requirements will enable the City to strengthen its internal controls, mitigate financial risks, and support long-term fiscal discipline.

 

Currently the Public Works operates with one Director of Public Works and two Deputy Public Works Directors. Each Deputy Public Works Director is assigned to oversee a major division, either that of Capital Improvement Projects & Traffic Engineering or Operations & Maintenance. This Assistant Director of Public Works position will assist with the development and implementation of department goals, objectives and work standards in addition to furthering city goals and objectives.

 

Classifications

 

The Payroll Analyst I/II/Senior classification will be responsible for performing a wide range of highly responsible, confidential, and complex financial duties with set procedures in the maintenance and processing of the City’s payroll function. Incumbents will complete accurate and timely payroll distribution activities, review, and processing of payroll records and documents to maintain centralized payroll operations citywide.

 

The Payroll Analyst I/II/Senior classification will be classified, excluded from the Civil Service system, and placed in the Unrepresented - Confidential bargaining unit. The Payroll Analyst I will be non-exempt, covered under the Fair Labor Standards Act (FLSA), while the Payroll Analyst II and Senior Payroll Analyst will be exempt in status.

 

In addition, once approved by resolution to establish this new classification specification, it will be included in the City’s List of Alternately Staffed Positions and request for consent by the Civil Service Commission will be sent by HR.

 

The Debt and Treasury Manager classification will be a single, division management position responsible for the oversight of the City’s debt and treasury programs and activities, formulating policy, developing goals and objectives, supervising staff, administering the division's annual budget and directing the day-to-day operations of the Debt and Treasury Division. This classification will be unclassified, excluded from the Civil Service system, and placed in the Unrepresented - Middle Management bargaining unit.  In addition, the classification will be exempt from the guidelines under the FLSA.

The Assistant Director of Public Works classification will be a single management position requiring a high degree of professional skill and knowledge in administering and evaluating public works progams and functions. This position will have administraetive responsibility for policy development and program planning and implementation. This classification will be unclassified, excluded from the Civil Service system, and placed in the Unrepresented - Middle Management bargaining unit.  In addition, the classification will be exempt from the guidelines under the Fair Labor Standards Act (FLSA).
