It is recommended that the Council adopt a resolution establishing an Ad Hoc Committee for City Manager Selection to choose a recruiter and recommend candidates to interview before the full Council.

Summary
The City Council desires to begin proceedings to initiate the search for a new City Manager. Consistent with past practice, the Council would like to establish an Ad Hoc Committee for City Manager Selection.
DISCUSSION
Background
A vacancy in the City Council Appointed position of City Manager occurred on January 9, 2025, due to the resignation of Harry Black. The Council determined that an Acting City Manager, Will Crew, would serve until a new appointee was selected.
When searching for appointed positions, past councils utilized a three-member Ad Hoc Committee to narrow down the candidates for interviews before the full Council. Ad Hoc Committees of less than a quorum of the Council are not subject to the Brown Act pursuant to California Government Code section 54952(b).
Present Situation
In accordance with Council Policy 3.06, City Council Committees, Board & Commissions, section 3.06.010(4)(C), the Council has the authority to establish Ad-Hoc committees targeted toward specific issues. Committee members are appointed by the Mayor, considering the expertise and expressed interest of Councilmembers. The committee’s term cannot exceed one year unless reestablished or extended by resolution of the Council.
The Council would like to establish an Ad Hoc Committee to assist with City Manager selection. The Committee will assist in narrowing down the candidate pool for interviews before the full Council.
FINANCIAL SUMMARY
There is no financial impact in establishing an Ad Hoc Committee.
