ADOPT A MOTION TO ACCEPT AND APPROVE AN UPDATED REGIONAL HOMELESS ACTION PLAN AND MEMORANDUM OF UNDERSTANDING FOR HOMELESS HOUSING, ASSISTANCE AND PREVENTION ROUND 6 APPLICATION

RECOMMENDATION

 

It is recommended that the City Council adopt a motion to:

 

1.                     Accept and approve the updated Regionally Coordinated Homelessness Action Plan for Round 6 of the Homeless Housing, Assistance and Prevention (HHAP 6) grant program;

 

2.                     Authorize the City Manager to execute a Memorandum of Understanding with San Joaquin County and San Joaquin Continuum of Care (COC); and

 

3.                     Authorize the City Manager, or designee, to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The general purpose of Homeless Housing, Assistance and Prevention (HHAP) funding is to build regional coordination and a unified regional response to reduce and end homelessness, informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing. HHAP 6 requires applicants to strategically pair HHAP 6 funds with other local, state, and federal resources toward long-term sustainability of housing and supportive services and to prioritize permanent housing solutions.

 

HHAP 6, like Round 5, requires regions (i.e., the Continuum of Care, San Joaquin County, and the City of Stockton) to apply together and be signatory to a Regionally Coordinated Homelessness Action Plan. Funding allocations, though, may be disbursed directly to each entity. Applications and the Regionally Coordinated Homelessness Action Plan are due to the California Department of Housing and Community Development (HCD) on or before August 29, 2025.

 

On July 15, 2025, the City Council approved Resolution 2025-07-15-1208 (Attachment A), authorizing staff to apply for, accept, and appropriate Round 6 of HHAP. This item is to approve the updated Regional Action Plan and execute a Memorandum of Understanding with San Joaquin County and San Joaquin Continuum of Care (COC) as part of the HHAP 6 application.

 

 

 

 

DISCUSSION

 

Background

 

HHAP 6 reflects the state’s priorities to prevent and expeditiously reduce unsheltered homelessness through homelessness prevention activities and sustain existing Interim Housing Solutions and Permanent Housing Solutions, including long-term sustainability of permanent affordable housing (Health & Saf. Code § 50243(a)). To accomplish these goals, HHAP 6 requires applicants to create and implement Regionally Coordinated Homelessness Action Plans (Health & Saf. Code § 50240) and be a signatory to a Memorandum of Understanding (MOU) between each eligible applicant that is participating in the Regionally Coordinated Homelessness Action Plan.

 

On March 19, 2024, the City Council approved by motion the Regionally Coordinated Homelessness Action Plan and MOU as a prerequisite to apply for HHAP Round 5 funding (Attachment B - Motion 2024-03-19-1503). 

 

The HHAP 6 Application and Award Process is as follows:

The City’s allocation is $11,531,786.79 and is based on HUD certification of the 2024 Point in Time Count findings for all jurisdictions.

 

On July 15, 2025, the City Council approved Resolution 2025-07-15-1208, authorizing staff to apply for, accept, and appropriate Round 6 of HHAP.

 

Present Situation

 

The HHAP 6 Notice of Funding Availability (NOFA) was released in February 2025. The HHAP 6 application includes a variety of required components which are outlined below. Under each itemized requirement is the action taken, through the combined efforts of the City, County, and COC.

 

1.                     To be eligible for a HHAP 6 allocation award, Applicants for HHAP 6 funding must:

a.                     Conduct stakeholder engagement to support the development of the HHAP 6 Application.

ii.                     City and County will submit a joint application with an updated Regional Action Plan, once approved by City Council, Continuum of Care, and County Board of Supervisors

 

c.                     The application will include the following sections:

i.                     Regional Identification and Contracting Information

ii.                     Documentation of Stakeholder Engagement

iii.                     Regionally Coordinated Homelessness Action Plan: This may be an updated version of a previously submitted and approved Regionally Coordinated Homelessness Action Plan.

The planning and activities to complete the application began in March after the Round 6 NOFA was released. Between the months of June and July, activities such as data collection from the survey and public meetings were reviewed and incorporated into the landscape analysis that informed the updates to the Regional Action Plan addressing all areas mentioned above in section “c.”

 

The updated Regionally Coordinated Homelessness Action Plan is included as Attachment C and MOU as Attachment D.

 

FINANCIAL SUMMARY

 

There is no financial impact to the City's General Fund as a result of this action. HHAP 6 funding will be appropriated and budgeted in the Special Grant Fund in the Housing Division.
