RECOMMENDATION

 

It is recommended that the City Council approve a motion to authorize Contract Change Order No. 5 in the amount of $1,115,201.26 with Imperial Maintenance Services, Inc. of Stockton, CA, for City of Stockton Custodial Services, Project No. OM-22-005.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On June 14, 2022, by Motion No. 2022-06-14-1212, Council awarded a Service Contract, in the amount of $5,147,404.59, to Imperial Maintenance Services, Inc. of Stockton, CA, for routine and specialized custodial services across 22 City-owned or leased facilities.

 

Contract Change Order (CCO) No. 5 adds supplemental kennel cleaning services at the Animal Services Center, additional custodial services at the Municipal Utilities Department (MUD) Administrative Building, and Public Works’ Fleet vehicle cleaning services to address operational needs and ensure clean, safe, and functional environments for City staff and the public.

 

It is recommended that Council approve CCO No. 5, in the amount of $1,115,201.26, with Imperial Maintenance Services, Inc. of Stockton, CA, for City of Stockton Custodial Services, Project No. OM-22-005 (Attachment A). The contract is set to expire on June 30, 2027.  Funding for additional services will be encumbered on a fiscal year basis through the annual budgeting process (Attachment B). The total contract amount will be $6,767,601.97 through Fiscal Year (FY) 2026-27, with the option to extend the contract two additional years and increase the contract amount to $7,824,990.20.

 

DISCUSSION

 

Background

 

Public Works is responsible for custodial services for City facilities.  The City does not have the staff resources to provide custodial services at all other City facilities.  Public Works maintains a Service Contract with Imperial Maintenance Services, Inc. for routine and specialized custodial services across 22 City-owned or leased facilities. These services are critical to ensure clean, safe, and functional environments for City staff and the public.

 

On June 14, 2022, by Motion No. 2022-06-14-1212, Council awarded a multi-year Service Contract, in the amount of $5,147,404.59, to Imperial Maintenance Services, Inc. of Stockton, CA, for City of Stockton Custodial Services, Project No. OM-22-005.  The contract expires on June 30, 2027, and allows for the option of two one-year extensions.

 

CCO Nos. 1 through 4, in the amount of $504,996.12, were previously approved under the administrative change order authority allowed under the original contract.

 

The previously approved CCOs generally included additional services for the Stockton Animal Services Center, Oak Park pool off-season cleaning, and other Citywide janitorial services. The Animal Services Center has requested continuing supplemental kennel cleaning services for the life of the contract. MUD requires an increase in services to accommodate the new Regional Wastewater Control Facility buildings, and Public Works’ Fleet section has requested the addition of vehicle cleaning services throughout the life of the contract.

 

Present Situation

 

CCO No. 5 adds supplemental kennel cleaning services at the Animal Services Center, increased cleaning at the MUD Administration Building, and fleet vehicle cleaning services at Main PD. Enhanced services included in CCO No. 5 support the City’s commitment to maintaining exceptional service standards. Council approval is needed as the cumulative amount exceeds the administrative change order authority allowed under the existing contract.

 

It is recommended that Council approve CCO No. 5, in the amount of $1,115,201.26, with Imperial Maintenance Services, Inc. of Stockton, CA, for City of Stockton Custodial Services, Project No. OM-22-005 (Attachment A). FINANCIAL SUMMARY

 

The Service Contract with Imperial Maintenance Services, Inc. for City of Stockton Custodial Services, Project No. OM-22-005, is funded from various City department operating accounts and encumbered on a fiscal year basis. Funding for these services has been allocated in the various operating budgets for Fiscal Years 2025-26.
