RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Authorize the City Manager to execute a five-year Memorandum of Understanding Agreement between the City of Stockton and San Joaquin County for LexisNexis Risk Solutions in an amount not to exceed $235,704.

 

It is further recommended that the City Manager, or designee, be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The San Joaquin County Sheriff’s Office (SJC) established a Safety Data Exchange Consortium to facilitate the sharing of law enforcement data and enhance public safety efforts through the use of LexisNexis’ Accurint Virtual Crime Center (AVCC) software program. To participate in the consortium and continue utilizing the AVCC program, the City is required to execute a Memorandum of Understanding (MOU) with SJC (Attachments A and B).  Approval of the MOU will ensure uninterrupted access to the AVCC platform and continued support for the Stockton Police Department (SPD).

 

This agreement will provide SPD with critical tools to efficiently collect, analyze, and leverage data, enabling the timely identification of individuals and supporting ongoing investigative and public safety operations.

 

DISCUSSION

 

Background

 

Accurint Virtual Crime Center (AVCC) is a LexisNexis information sharing platform that enables law enforcement agencies to collaborate and share data to enhance public safety efforts. It provides investigators with access to computer aided dispatch systems, records management systems, jail booking data from participating agencies, comprehensive public records searches, and tools to generate custom reports and community crime mapping for public information sharing.

 

The SJC has utilized AVCC since 2021 and is proposing the establishment of an AVCC Consortium with local law enforcement agencies, including the SPD, to further strengthen coordinated public safety efforts across San Joaquin County.

 

The SPD is currently a participating agency through SJC’s use of the LexisNexis AVCC software program. Continued participation is dependent upon execution of a new MOU. Without an updated agreement, the City risks losing access to this critical system, which would significantly impact the SPD’s ability to efficiently identify and locate individuals.

 

Present Situation

 

On February 27, 2026, the City prepared a sole source justification to extend the MOU with LexisNexis for the dates of May 1, 2026 to April 30, 2029, total not-to-exceed the amount of $235,704. If the City of Stockton were to lose access to AVCC, the SPD could lose the ability to effectively identify and locate individuals for public safety.

 

On December 11, 2025, the City and SJC discussed a five-year MOU in the amount of $235,704 for LexisNexis.

 

Staff recommend that the City Council adopt a motion to execute an MOU with SJC for $235,704 for the use of the LexisNexis AVCC software program.

 

Findings

 

Stockton Municipal Code Section 3.68.070(A)(3) states that the City Council may approve findings that support and justify an exception to the competitive bidding process.

 

1.                     SJC has multiple MOU’s in place with various agencies within the region for the LexisNexis system.

 

2.                     Failure to renew the MOU could result in interrupted services causing SPD to lose the ability to efficiently collect the data required to identify individuals.

 

3.                     The MOU allows the ability to enhance interagency cooperation through multijurisdictional investigations for the communities for which SPD serves.

 

FINANCIAL SUMMARY

 

The proposed cost of this contract shall not exceed $235,704. Funding for these additional services is included in the FY 2025-26 Police Department’s Support Services Telecommunications Division Special Services Measure A budget.
