This item was agendized by the Mayor pursuant to Council Policy Section 4.02.010.

 

It is recommended that the City Council adopt the proposed amendment to Chapter 3.02 of the Council Policy Manual regarding City Council and Mayoral Appointments to Committees, Boards, and Commissions.

Summary

 

Pursuant to Council Policy Section 4.02.010, on January 8, 2026, the Mayor requested an item be agendized with a recommendation for Council to adopt changes to Chapter 3.02 of the Council Policy Manual.

 

DISCUSSION

 

Background

 

Currently, Chapter 3.02 of the Council Policy Manual requires applicants for Committees, Boards, and Commissions to be interviewed by the Clerk’s Office and ranked by the appointing authority.

 

Present Situation

 

Chapter 3.02 was revised to remove the requirement for applicants to attend videotaped interviews and ranked voting. These changes are reflected in the redline attachment (Attachment A - Council Policy Chapter 3.02 - Redline) for Council’s consideration.

 

The previously established interview questions will instead be added to the written application. Council will still retain the ability to request applicants attend the Council meeting at which they may ask the applicants questions in person.

 

Should there be more than one applicant for a vacancy, with the removal of ranked voting, the Councilmembers, including the Mayor, may nominate a candidate for approval.  If there is more than one seat and they have different term lengths, the nomination should also include to which seat they would serve on.

 

These changes are presented for Council’s consideration and potential approval and adoption.
