Summary
On the morning of Saturday, February 1, 2014, an expansion tank for a hot water heater located on the 5th (roof) floor of SEB ruptured, causing water to spill into the interior of the building. The spill caused damage to the center of the building on parts of all floors. Work is being completed by a remediation contractor. With the exception of a $25,000 deductible, all work is 100 percent reimbursable. An emergency purchase order has been issued by the City Manager’s Office, and a final summary of costs is being prepared for Council approval.
DISCUSSION
Background
On the morning of Saturday, February 1, 2014, an expansion tank for a hot water heater located on the 5th (roof) floor of SEB ruptured, causing water to spill into the interior of the building. Water drained into the 5th floor for approximately 30-45 minutes before it could be shut off. The water cascaded into the floors below, causing damage in the center of the building, including the central stairwell and parts of the 4th, 3rd, 2nd, and 1st floors. Public Works and Human Resources’ (Risk Services) staff responded immediately on the morning of February 1, 2014, and dispatched a remediation services company later in the morning to begin removing the moisture from the building. The contractor, Belfor, is an international company that is one of the largest remediation contractors in the United States, and is approved by our insurance carrier. The remediation work is being conducted during the hours of 6 p.m. to 6 a.m. to minimize disruption to City operations.
Present Situation
An emergency purchase order in the amount of $25,000 has been issued administratively by the City Manager’s Office. The work is now essentially complete, and staff anticipates final costs to be submitted by the end of March 2014 for review. Once cost information is finalized, staff will prepare a staff report summarizing the completed project and submitting to Council for final approval. All costs are 100 percent reimbursable by our insurance carrier, with the exception of a $25,000 deductible.
FINANCIAL SUMMARY
No financial action is required. The project costs are being covered by the City’s Capital Improvement Program project account for emergencies.
