ADOPT RESOLUTION TO APPROVE A GRANT AWARD AND GRANT AGREEMENT FOR THE MIRACLE MILE PUBLIC SAFETY; MAINTENANCE SUBSTATION AND PARKING IMPROVEMENT DEVELOPMENT PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve a grant award in the amount of $3,100,000 to the Miracle Mile Community Improvement District for the Maintenance Substation; Public Safety and Parking Improvement Development.

 

2.                     Authorize the City Manager, or designee, to execute a Grant Agreement for the Maintenance Substation; Public Safety and Parking Improvement Development.

 

3.                     Authorize the City Manager, or designee, to execute a Performance Deed of Trust and Security Agreement for the property located at 230-250 Dorris Place and 231 Bedford Road (APN 113-364-050).

 

It is also recommended that the City Manager, or designee, be authorized to execute all documents and to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Section 19.561, subdivision (g) (46) of the Budget Act of 2023 appropriated $3,100,000 from the State General Fund to Caltrans to be allocated to the City of Stockton for the Redevelopment on the Miracle Mile: Public Safety/Maintenance Substation/Parking. 

 

This funding will allow for the acquisition and renovations to establish a Maintenance Substation as well as other maintenance, safety, and parking improvements in the Miracle Mile corridor (Attachment A - Vicinity Map).

 

In September 2024, Public Works issued a Notice of Funding Availability (NOFA) in the amount of $3,100,000.  The Miracle Mile Community Improvement District (MMCID) responded to the NOFA with a funding request in the amount of $3,100,000 for property acquisition to establish a Maintenance Substation and to perform other development improvements (Attachment B - Acquisition and Development Budget).

 

It is recommended that Council adopt a resolution approving a grant award in the amount of $3,100,000 to the MMCID to acquire and establish a Maintenance Substation and to complete other identified development improvements.  It is also recommended that Council authorize the City Manager to execute a Grant Agreement for award of funding.

 

It is further recommended that Council authorize the City Manager to execute a Performance Deed of Trust and Security Agreement for the property located at 230-250 Dorris Place and 231 Bedford Road (APN 113-364-050).

 

DISCUSSION

 

Background

 

Section 19.561, subdivision (g) (46) of the Budget Act of 2023 appropriated $3,100,000 from the State General Fund for the Redevelopment on the Miracle Mile: Public Safety/Maintenance Substation/Parking. 

 

This funding will allow for the acquisition and renovations to establish a Maintenance Substation as well as other maintenance, safety, and parking improvements in the Miracle Mile corridor (Attachment A - Vicinity Map).  Improvements may include areas along Harding Way between Lincoln Street and El Dorado Street.

 

In September 2024, Public Works issued a Single Available Source NOFA in the amount of $3,100,000.

 

Present Situation

 

On October 31, 2024, the City received a response to the NOFA from the MMCID, requesting a grant funding for the following categories:

 

                     Maintenance Substation acquisition and renovations                                           $1,665,000

                     Public Safety improvements                                                                                                            $750,000

                     Parking improvements/maintenance                                                                                       $685,000

TOTAL                                          $3,100,000

 

The proposed property to be acquired and renovated to a Maintenance Substation is located at 230-250 Dorris Place and 231 Bedford Road (APN 113-364-050).  The property is 0.16 acres, zoned General Commercial and is well suited for a Maintenance Substation.  Any remaining funds not utilized for items noted in the Acquisition and Development Budget will be reallocated to the Miracle Mile Pedestrian Safety Improvements & Revitalization, Project No. WT24043. 

 

The MMCID will be required to enter into a Grant Agreement.  The Grant Agreement outlines the roles and responsibilities of the parties along with the requirements and conditions related to the grant funding. 

 

It is recommended that Council adopt a resolution approving a grant award in the amount of $3,100,000 to the MMCID to acquire and establish a Maintenance Substation and complete other identified development improvements (Attachment B - Acquisition and Development Budget).  It is also recommended that Council authorize the City Manager to execute a Grant Agreement for award of funding.

 

Upon execution of the Grant Agreement, MMCID will proceed with the acquisition and other elements of the funding request.  It is anticipated that MMCID could complete implementation of all funding categories noted above by mid-2026.

 

FINANCIAL SUMMARY

 

There is sufficient budget available in the Redevelopment on the Miracle Mile: Public Safety/Maintenance Substation/Parking Improvement, Project No. WT24049, to award the proposed grant.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
