APPROVE CONSTRUCTION CONTRACT WITH MECHANICAL ANALYSIS/REPAIR, INC. (MARTECH) FOR THE ENGINE CONVERSION OF WATER WELLS 25 AND 26
RECOMMENDATION
It is recommended that the City Council approve by motion the project plans, specifications, addenda, and all environmental findings; and authorize the City Manager to execute a construction contract with Mechanical Analysis/Repair, Inc. (MarTech) of Lodi in the amount of $282,719.55 for the engine conversion of water wells 25 and 26.
This motion will also authorize the City Manager to take appropriate actions to carry out the purpose and intent of this motion.

Summary
In order to provide adequate water supply and pressure in the summer months, the City operates 27 groundwater wells to augment water treated at the Delta Water Treatment Plant and water purchased from Stockton East Water District. Water wells 25 and 26 are among well sites needed to maintain system reliability. The pumps at water wells 25 and 26 are diesel fueled engines installed about 25 years ago. These engines require increased maintenance due to mechanical failures and compliance with increasingly stringent emissions standards required by the San Joaquin Valley Air Pollution Control District (SJVAPCD). To ensure reliable operation of these wells, and avoid service interruptions and maintenance costs due to aging equipment, it is necessary to replace the diesel engines with electric motors. If approved by Council, this action will facilitate the award of a construction contract (Attachment A) in the amount of $282,719.55 to MarTech for this project.
DISCUSSION
Background
The City receives drinking water from three sources: groundwater pumped from the underlying groundwater basin, treated surface water from the City's Delta Treatment Plant (DWTP), and treated surface water purchased from the Stockton East Water District Water Treatment Plant (SEWD).
The DWTP has a design water treatment capacity of 30 million gallons per day (MGD), and the SEWD has a design water treatment capacity of 60 MGD; however, the peak hour demand for the north system in 2012 was 98.8 MGD based on the City's Water Master Plan Model. In order to provide consistent and reliable water supply, the City maintains a system of 27 water wells spread throughout north Stockton to help meet the peak hour demand.
The pumps at water wells 25 & 26, installed in 1985 and 1988, are driven by diesel fueled engines because, at the time of installation, electrical power was not available onsite. These twenty-five year old engines have exceeded their expected service life. These engines require increased maintenance due to mechanical failures and compliance with increasingly stringent emissions standards required by the SJVAPCD.
To ensure reliable operation of these wells and avoid service interruptions and maintenance cost due to aging equipment, it is necessary to replace the diesel engines with electric motors. With the availability of PG&E electrical power today, the most cost effective solution is to remove the diesel engines and replace them with electric motors. Electric motors require less maintenance, resulting in increased operation time, there are no regulatory air permits requirements, no diesel fuel to maintain, and they are significantly quieter than diesel engines.
Present Situation
On October 18 and 20, 2013, the Municipal Utilities Department advertised this project in The Record and on the City's Bid Flash webpage. Additionally, a Notice with a brief project description was sent to 20 contractors holding Class "C10" licenses.
A non-mandatory pre-bid conference was held on October 30, 2013 with eight prospective bidders attending. On Thursday, December 5, 2013, five sealed bids were publicly opened by the City Clerk with the following results:

The bid submitted by MarTech of Lodi is responsive, regular in all respects, and meets the project bid requirements. Therefore, staff recommends award of the contract to MarTech.
ENVIRONMENTAL CLEARANCE
It has been determined that this action/project is exempt from the requirements of the California Environmental Quality Act since this type of action/project has been granted a "Categorical Exemption" under Article 19, Section 15302(c) of the State California Environmental Quality Act Guidelines.
LOCAL EMPLOYMENT ORDINANCE
The contract amount for this project is more than $100,000 and will be subject to the Local Employment Ordinance.
FINANCIAL SUMMARY
Funds for this project in the amount of $282,719.55 have been budgeted and are available in the Municipal Utilities Department's Capital Improvement Project, Account 427-7617-670.20-62.
There is no impact to the General Fund, or any other unrestricted fund, from this action.
