APPROVE MOTION TO EXECUTE CITY OF STOCKTON THREE-YEAR STANDARD AGREEMENTS WITH PARTNERS FOR THE CALIFORNIA VIOLENCE INTERVENTION AND PREVENTION (CALVIP) GRANT

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Execute a standard agreement with Peace Partners Consulting Group, LLC. (PPCG) to provide technical assistance to support CalVIP efforts in the amount of $270,000 (Attachment C); and
2. Execute a standard agreement with Friends Outside to provide CalVIP program support, including but limited to; mentorship, wraparound services, emergency relocation, housing assistance, and work readiness in the amount of $600,621 (Attachment D); and
3. Execute a standard agreement with Mora Learning Institute (MLI) to provide leadership training, which includes but is not limited to; organizational communication, leadership responsibility, life coaching support, and strategic planning in the amount of $110,000 (Attachment E); and
4. Execute a standard agreement with Be Smooth Inc. to provide client and OVP staff trauma support for the CalVIP program in the amount of $100,200 (Attachment F); and
5. Execute a standard agreement with Choices for Freedom Inc. to provide a credible messenger lead group that helps high-risk individuals understand the interconnected societal relationships and gain insight as participants in a larger society for the duration of the CalVIP program in the amount of $203,742 (Attachment G); and
6. Execute a standard agreement with UC Davis to provide curriculum development and training for OVP and partner agencies related to case management and addressing/mitigating trauma in the amount of $140,000 (Attachment H); and
7. Execute a standard agreement with San Joaquin Community Data Co-Op to provide research and evaluation services for CalVIP grant activities in the amount of $58,361 (Attachment I); and
8. Authorize the City Manager to execute a standard agreement within existing contract authority limits with Moss Adams who will provide a financial audit of the three-year CalVIP grant period in the amount of $25,000.
It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion in support of the California Violence Intervention and Prevention (CalVIP) Grant program.

Summary
With resolution 2022-10-04-1501 (Attachment A), the City Council authorized the acceptance and appropriation of the 2022-25 CalVIP grant in the amount of $2,019,656 from the State of California, Board of State Community Corrections (BSCC). In November 2022, the City of Stockton received the fully executed CalVIP grant agreement from the BSCC (Attachment B). Stockton’s Operation Ceasefire has produced a multi-year community-wide reduction in gun and gang violence. These reduction strategies utilize credible messengers, focused deterrence, intensive case management, and wraparound services, all of which address the needs of those at the highest risk of becoming a perpetrator or victims of gun violence.
With the CalVIP grant funds, the Office of Violence Prevention (OVP) will expand its Ceasefire strategies to youth ages 12-17 while also creating a youth prevention and intervention program focused on deterring people from violence. Additionally, utilizing the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model, the OVP and community partners seek to create a youth prevention and intervention steering committee to collectively, through an integrated system, address gun violence. Equally as crucial as suppressing violence in Stockton is fostering wellness and resilience in individuals, communities, and service providers impacted by gun violence. The OVP and partners also will engage in trauma-informed activities focused on healing and wellness.
The grant period runs from October 1, 2022, to December 31, 2025.
DISCUSSION
Background
Formerly known as the California Gang Reduction, Intervention & Prevention (CalGRIP) grant, the State Legislature established the California Violence Intervention & Prevention (CalVIP) grant in FY 2017-18. CalVIP encouraged jurisdictions to develop local approaches that would meet the diverse needs of each community.
The OVP will partner with Friends Outside, Peace Partner Consulting Group (PPCG), El Concilio, Mora Learning Institute, UC Davis, Choices for Freedom, Be Smooth Inc, and other service providers to strengthen and enhance the work that the OVP is already doing to help reduce violence in our community collectively. The CalVIP grant funding will support, strengthen, and significantly expand the capacity of the OVP’s research-based intervention and service component. Peacekeepers have made a dramatic impact on the lives of key individuals that have been at the heart of violence in the community. The goals of the CalVIP grant are to enhance current efforts to accomplish the goal of reducing homicides, non-fatal injury shootings, and aggravated assaults city-wide by engaging youth at risk of gun and gang violence, expanding the current model to include prevention strategies, improving the outcomes of clients and family members, and improving coordination efforts between violence prevention agencies.
Present Situation
Over the past several months the Office of Violence Prevention has been working with CalVIP grant sub-recipients to finalize the programming, scope of work, and standard agreements. Below is a brief overview of the CalVIP grant strategies, with the full program scope of work included in each partner contract:
Peace Partners Consulting Group (PPGC): PPCG work in close partnership with OVP leads providing direct project management while ensuring compliance as required by BSCC guidelines. PPCG will also help build out a Violence Prevention Steering Committee by coordinating the planning and implementation phases of this activity helping to develop the comprehensive citywide violence reduction strategy report to include current efforts, past initiatives, and ongoing recommendations. PPCG is a California based consulting firm specializing in grant writing and management, training, technical assistance, and advocacy for criminal justice and violence reduction agencies, offices, and organizations.
Friends Outside: Friends Outside is a local nonprofit organization specializing in reentry and community-based services geared towards system-impacted youth, young adults, and their families. Friends Outside will provide a Youth Prevention Specialist to receive referrals for at-risk youth aged 13-25 years old. The prevention specialist will provide mentorship and wraparound services for all clients and their families. Referrals sources will include Violence Prevention Referring Council, SUSD, Community, etc... Friends Outside will also provide a relocation assistance program. This program will support high-risk clients and their families when and if there is an immediate need to relocate due to imminent threats of harm. A Resource Specialist will help coordinate rapid relocations with OVP.
Mora Learning Institute: The Mora Learning Institute (MLI) will provide a 12-session leadership training for the OVP, including the Leadership Council and Friends Outside intervention staff, to achieve the goals of this project while also enhancing the camaraderie and coordination amongst partners. Topics include organizational communication, leadership responsibility, organizational unity, workplace toxicity, resiliency, etc. In addition, MLI will provide a Life Coaching certification for this project team. Staff will receive 40 hours of instruction and coaching that will provide tools to help clients succeed, motivate, and inspire them to reach their goals, and overcome life/work challenges.
Be Smooth, Inc.: Be Smooth Inc. will provide trauma healing with a focus on helping to mitigate current and historical trauma experienced by clients, helping to mitigate staff secondary trauma, providing on-site mental health support during Safety Meetings to offer on-going support to potential clients, facilitating client referrals to community resources for on-going mental health needs, and providing healing opportunities through trauma-informed training and reflective supervision.
Choices for Freedom, Inc.: Choices for Freedom will provide support groups to all OVP clients ages 12 to 35. The groups will incorporate Cognitive Behavioral Therapy and Interactive Journaling to help them address past trauma and build self-efficacy while offering hope for their future.
UC Davis: The University of California, Davis, will provide curriculum development and training courses including but not limited to: Case Management, Engagement Skills, Conflict Mediation, Safety Planning, Street Outreach, Child and Family Teaming, Anger Management, Goal Development, Crisis Management, Trauma 101, Suicide Awareness, Harm Reduction, and Child Adolescence Needs and Strengths.
El Concilio: The OVP is finalizing a scope of work and agreement partner with El Concilio, a local community service provider who will partner with Peacekeepers responding to shootings to provide crisis management services to families and victims of gun violence. This contract will be coming to Council on a future agenda.
FINANCIAL SUMMARY
A summary of how the grant funding will be allocated to partners is included below in Table 1. In addition to the partner agreements, grant funds will be allocated to the Office of Violence Prevention to support a full-time Outreach Worker Supervisor position to serve as a community engagement grant coordinator through the three-year CalVIP grant period.

The CalVIP grant has been accepted and appropriated under Resolution 2022-10-01-1501. Sufficient funds are available in the Special Purpose Grants Account 1220-000-430201-280-281-20-12-000-000-.
There is no other impact on the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
