It is recommended that City Council approve a motion to:

 

1.                     Authorize the City Manager to approve Standard Agreement Amendment No. 1 between Flock Group Inc. and the City of Stockton (City), increasing the Compensation subsection by a maximum not to exceed amount of $877,600 for the integration of Prepared 911 software; and

 

2.                     It is further recommended that the City Manager be authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary

 

Prepared 911 fully integrates with the Stockton Police Department’s (SPD) Flock cameras and assists in effective communication with the public in emergencies reported to the Dispatch Center. The software can perform text language translation, inbound non-emergency text, GPS location of the caller for Dispatch, artificial intelligence telecommunicator assistance & AI-Powered insights, audio transcription and translation in over 20 languages, and share caller-provided data (live video, photo, GPS location) directly with field personnel, among other capabilities. Funding for the Standard Agreement Amendment was included in the award for the FY 2024-25 AB 109 Funding of the Community Corrections Partnership Task Force (CCP Task Force) under Motion 2024-05-21-1208. SPD is seeking Council approval to expand the current Flock contract  to integrate Prepared 911 in an amount not to exceed $877,600.

 

DISCUSSION

 

Background

 

The SPD Partnership with San Joaquin County for CCP Task Force was approved by Council on May 21, 2024, by Motion 2024-05-21-1208. SPD was awarded the amount of $3,537,691 in revenues and expenditures for the Police Grants and Special Programs CCP Task Force, allowing the SPD the ability to purchase fundamental services. Through our current Flock contract, Prepared 911 provides a platform that will provide dispatch with automatic caller location, audio for every call, call transcription and translation, livestream media, along with other services which will provide greater awareness and intelligence to responding officers, improving situational awareness and safety. 

 

The SPD currently uses multiple data systems for its daily operations. Most of these systems are not linked and require a significant amount of time, training, and effort to cross analyze case-related data and effectively investigate crime trends. None of these systems allow the department to both proactively understand and respond to public safety concerns in real time.  The existing Flock contract provides a robust License Plate Reader (LPR) Program with comprehensive monitoring, processing, and machine vision services that integrate with the Flock ALPR cameras placed at various City locations. Flock’s camera system allows officers and detectives to investigate crimes in real time, making our streets safer through vehicle identification and the ability to share data between law enforcement agencies.

 

Present Situation

 

Prepared 911 is an advanced analytic platform, available in connection with SPD’s existing Flock system, that provides a single point of access to communicate, view and analyze large-scale, real-time data from multiple data sources. Through Flocks Prepared 911 interface, this software performs several critical functionalities including data integration, search and information retrieval, advanced analytics, data management, collaboration, access control, and security. Additionally, the software can perform the following:

 

                     Text Language Translation (140+ languages and dialects)

o                      Better assist secondary/ non-English speakers in the community

                     Inbound Non-Emergency Text

o                     Allow for ease of text communication for non-emergencies from the

public (140+ languages and dialects)

                     Outbound Text (with canned messages)

o                     Enabled outbound text messages from the agency to the public as

needed (140+ languages and dialects)

                     Live Video

o                     Intake and process live video from caller’s phone in real-time

                     Recorded Video

o                     Intake and process recorded video recordings from caller phones

                     Photos

o                     Intake and process live photos or saved photos from caller phones

                     GPS location of the caller for Dispatch

o                     Pin-point exact GPS coordinates of an emergency directly from a caller's

phone

Staff is seeking Council approval to expand the current Flock contract to integrate Prepared 911 in an amount not to exceed $877,600 to assist with daily operations to maximize effectiveness and efficiencies with every call for service taken by our Dispatch Center, ensuring quick and efficient police response to the entire community.

 

FINANCIAL SUMMARY

 

The proposed cost of this amendment is not to exceed the amount of $877,600, with a total contract amount of $975,000. Funding for year one of Prepared 911 is included in the FY 2024-25 AB109 Community Corrections Partnership Task Force Grant Police Other Special Revenue fund, Reimbursements sub fund, Investigations division, and Special Investigation program. Future year funding requests for Prepared 911 will be requested through AB109 Community Corrections Partnership Task Force Grants.
