RECOMMENDATION
Adopt a resolution certifying the name of Ryan Loechler to the conditional position of Fire Battalion Chief, conditional appointment effective June 19, 2026.

DISCUSSION
Ryan Loechler will fill the vacancy created due to the extended leave of one Fire Battalion Chief. Ryan Loechler’s conditional appointment is pursuant to Civil Service Rule VII, Section 10(b) (2) for Police and Fire Employees, “Extended Illness or Injury.”
Fire Chief Bryan Carr has notified Fire Captain Ryan Loechler and explained the terms of his conditional appointment and Fire Captain Ryan Loechler agreed to the terms of his conditional appointment to Fire Battalion Chief.
AUTHORITY
Rule VII, Section 10(b) (2) of the Civil Service Rules and Regulations for Police and Fire Employees. When the declaration of the City Physician shows that the illness or injury of a regularly appointed employee will incapacitate such employee from performing normal work for thirty (30) days or more, a conditional appointment may be made as set forth in this Rule for an indefinite period of time or until the previous holder of the position is able to return to regular duty.
Rule VII, Section 10(c) of the Civil Service Rules and Regulations for Police and Fire Employees. Except as otherwise provided in this Rule, conditional appointments are subject to the return of previous holders of regular positions. Eligibles appointed to fill temporary vacancies pursuant to this Rule shall be placed back into their previously held positions upon the return to duty of previous holders of regular positions. Eligibles shall be placed back into their previously held positions based on inverse order of conditional appointment.
