Review a progress status update of the stakeholder implementation roadmaps for the Comprehensive Climate Action and Adaptation Plan (CCAAP) actions.

Summary
The technical consultant will provide a summary-level review of current progress with the implementation roadmaps for the CCAAP.
DISCUSSION
Background
Over the past several weeks the technical consultant, City staff, and the community engagement partner have conducted interviews with various applicable City departments, agencies, organizations, jurisdictions, and stakeholders to inform the implementation mapping for the selected priority actions. Implementation Mapping is a process for developing strategies to increase adoption, implementation, and long-term success of a plan, such as the CCAAP.
Present Situation
A high-level summary of the implementation roadmap will be reviewed as a progress update. The CCAAP actions were categorized into the following implementation roadmap groups;
i. Urban Forests and Public Parks:
- S1, Expand urban tree planting and maintenance.
- S2, Increase public parks with natural vegetation
- S3, Create a regional urban forest master plan
- AD07, Increase tree canopy and integrate heat-resilient infrastructure in heat-vulnerable neighborhoods
ii. Clean Energy & Electrification of Buildings and Transportation:
- BE2, Promote existing incentives for energy efficient and electric building equipment
- T9, Incentivize infill development
- OR3, Use cleaner-fuel off-road equipment for municipal operations
iii. Pedestrian and Bike Network:
- T1, Expand and improve pedestrian network
- T2, Expand bike networks and facilities
- T3, Develop and implement Safe Routes to School Plans
- T14, Convert municipal fleets to cleaner fuels
- OR2, Require cleaner-fuel off-road equipment for new development
iv. Mobility and Access:
- T4, Support school bus program
- T5, Improve transit service and frequency
v. Port of Stockton Clean Air Action Plan:
- T21, Support the implementation of the Port of Stockton Clean Air Action Plan
vi. Resilience Planning & Funding:
- AD01, Establish an adaptation strategy review process with Advisory Committee (CAPAC) oversight to monitor and track progress of climate strategy implementation
- AD03, Pursue funding to implement adaptation projects
- AD13, Implement and expand the General Plan's infrastructure flood resilience strategies
vii. Community Resilience Support and Outreach:
- AD04, Establish a multilingual climate hazards alert system
- AD05, Create resilience hubs to provide community support and climate adaptive services, especially during heat waves or extreme weather events
- AD06, Develop an extreme heat action plan and conduct outreach campaigns to enhance community understanding of how to be prepared for extreme heat
- AD08, Create a partnership agreement with ride share programs and the bus system to provide free rides to resilience hubs/cooling facilities during extreme heat events and other disasters
