CITY OF STOCKTON TRANSACTION AND USE TAX ORDINANCE CITIZENS’ OVERSIGHT COMMITTEE APPOINTMENTS
RECOMMENDATION
It is recommended that the City Council adopt a resolution:
1. Ratifying the following appointments to the City of Stockton Transaction and Use Tax Ordinance Citizens’ Oversight Committee:
• Ned Leiba (Mayor Silva)
• Don Mark Guzman (Vice Mayor Canepa)
• David Renison (Councilmember Holman)
• Joseph Johnson (Councilmember Miller)
• Gary Ingraham (Councilmember Zapien)
• Susan Mora Loyko (Councilmember Burgos Medina)
• Moses Elam (Councilmember Tubbs); and,
2. Adopting the revised City of Stockton Transaction and Use Tax Ordinance Citizens’ Oversight Committee Charter that includes the provision addressing terms of the Committee members.

DISCUSSION
Background
On July 9, 2013, the Stockton City Council adopted Resolution 2013-07-09-1601 calling for a special election and Ordinance 2013-07-09-1601 establishing the ¾ cent sales tax and authorizing the formation of a Citizens’ Oversight Committee through Ordinance 2013-07-09-1601 contingent upon voter consideration and approval at the November 5, 2013 special election. On October 8, 2013 the City Council adopted the City of Stockton Transaction and Use Tax Ordinance Citizens’ Oversight Committee Charter detailing the role and duties of the Citizens’ Oversight Committee. The Charter incorporates the mission and purpose of the committee, membership, committee governance and the City’s commitment to the committee. The City Council shall appoint all members of the Committee. Each member of the City Council, including the Mayor, shall nominate one member to the Committee. The City Council shall approve by majority vote all the nominations to the Committee.
The City conducted a recruitment to fill seven seats on this committee. The recruitment opened January 1, 2014 and concluded January 31, 2014. A total of 26 applications were received in the Office of the City Clerk at the close of the recruitment period for Council consideration. Councilmembers have submitted their recommendations and the applications of the seven candidates being considered this evening are attached (Attachment A).
At the regular Council meeting of December 3, 2013, the Council approved staff’s recommendation to include the term of service for the Oversight Committee members in the Committee Charter. The staff recommendation adopted by motion action was to have the terms of the Oversight Committee Members coincide with the term of each appointing Councilmember. Council’s direction was to amend the City of Stockton Transaction and Use Tax Ordinance Citizens’ Oversight Committee Charter to reflect the members’ terms and bring the revised Charter back to Council for approval (Attachment B).
FINANCIAL SUMMARY
There is no financial impact to the General Fund from the appointments to this committee.
